The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

SUMMARY

The Associate Director of Strategic Communications will create and execute comprehensive strategies to achieve communications objectives throughout the organization including, but not limited to, public relations, media relations, policy communications, executive communications and content management.

The AD of Strategic Communications will report directly to the Chief Communications Officer and lead a team of four positions. They will collaborate with teams across the communications department and across the organization to ensure consistent messaging, priority setting, lines of responsibility and informed decision making.


DUTIES AND RESPONSIBILITIES

• Lead communications work across functions, partnering with internal and externals parties, creative partners and agencies and implementation leads.

• Ensure internal and external communications and messages are consistent across all mediums and for platforms.

• Act as a liaison between the organization, the public, and the media to ensure that the organization is top of mind.

• Oversees messaging, message planning, media relations, and internal and external communications.

• Oversee engagement with media at the local, state and national level.

• Create, implement and own projects and their key milestones and ensure timely, accurate, and quality execution of deliverables.

• Provide input and strategic guidance to the CMO and other Exchange management members on messaging, media and content for external audiences.

• Create an environment that drives innovation while also managing the rate and reaction to change.

• Responsible for management of direct reports, including but not limited to: directing, overseeing and monitoring of work, mentoring, training and fostering ongoing development, coaching, selection, hiring, and performance evaluation, serving as a leader of company culture, norms, and conduct.

• Work closely with executive leaders and senior leaders of departments to ensure staff are informed of developments.

• Other duties as assigned.


QUALIFICATIONS

Required:

• Bachelors degree in public relations, communications, business, health services of closely related field. Note: Years of experience may substitute end for end of education.

• 5-7 year of experience developing communications strategy, planning and implementation to raise the visibility of a program or initiative.

• 5-7 years of experience working to communicate clearly, and comprehensively around complex policy issues or legislation.

• 5-7 years of experience representing an organization, brand or individual to the public.

• 5-7 years of experience working with journalists and media outlets. Proactive push for stories, coverage and corrections.

• 3 to 5 years experience managing staff, direct workflows, deciding long-term prioritization, ongoing support and guidance.

• Experience communicating on behalf of, or highlighting leadership at CEO or Executive level.

• Experience creating content for the general public, authorizing environment, customers or partners.

• Experience providing employees with relevant and timely information.

• Experience leading a team of individuals to shared goals and priorities.

• Flexible, nimble, able to process information from different places.

• Experience working in, or with, Washington state agencies or the state legislature.

• Agreement to WAHBE’s mission in providing access to health insurance for all Washingtonians.


Desired:

• General understanding of health policy and the implications for our customers.

• General understanding of how health insurance works and what we are making available to our customers.

• Experience managing staff who lead language access and accessibility programs, and supporting their initiatives.

SALARY INFORMATION

The hiring salary range is between minimum of $117,790.00 and the midpoint of $128,033.00 depending on candidate experience, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for meeting and exceeding expectations and growth and development, up to the maximum of $153,639.00.

WORKING CONDITIONS

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS
