Position Summary:
Assists in the coordination of daily operations of Cowlitz Indian Tribe’s (CIT) programs and services. Assists in the development and implementation of the strategic goals and objectives of all CIT programs. Provides leadership and direction towards the improvement of the CIT’s service delivery system including strategy, and achievement of strategic goals and objectives in accordance with all applicable tribal, state, and federal rules and regulations. Honors and represents the mission, vision, values of CIT.

Essential Duties & Responsibilities:

  • Assists the Tribal Manager in the development and implementation of policies, plans, initiatives, and other program activities to accomplish the goals and objectives of the CIT strategic plans.
  • Assists in the operations and supervision of various tribal departments and staff, including reviewing and evaluating programs goals and objectives.
  • Works with the Tribal Manager in the development and implementation of strategic plans for all Tribal programs.
  • Provides significant input and guidance to the Tribal Manager around culture, strategic planning, values, budgeting, and operational management of the departments.
  • Increases management's effectiveness by assisting with recruiting, selecting, orienting, training, coaching, counseling, and disciplining senior managers; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities.
  • Analyzes legislative, regulatory, policy and other industry changes; provides briefings to the Tribal Manager.
  • Compiles statistical data and authors narrative reports on quality management findings.
  • Assists in the preparation and administration of the CIT annual budget and capital projects for the Tribe.
  • Oversees the development of proposals and grants to secure additional funding and grant monies for continuation and expansion of Tribal program services.
  • Hosts regular staff meetings to ensure accurate and effective communication across all divisions and departments within CIT.
  • Represents the CIT with tribal, state, and federal agencies, organizations, meetings, and consultations.
  • Ensures compliance with federal and state regulations.
  • Prepares and presents reports on the status, activities and plans for current and future operations to the Tribal Manager.
  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
  • Knowledge of finance, budgeting, accounting, and cost control procedures.
  • Skill in coaching and consulting management and executive level employees.

Minimum Qualifications:

  • Bachelor’s degree in public administration, business administration or related field required.
  • Five years progressive executive management experience in Public/Tribal/Business Administration required.
  • Three years of supervisory experience in business setting required.
  • Experience working within American Indian and/or Alaska Native communities preferred.
  • Valid driver’s license is required.
  • Must be able to successfully pass a background screening / investigation according to the established requirements below.

Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions.

  • Pre-employment drug screen.
  • Reference checks, education, and employment verification.
  • Federal, state, and/or tribal criminal history and sanction checks.


Physical Demands:
While performing the duties of this job, the employee regularly is required to sit; stand; walk; and reach with hands and arms; use hands to finger, handle, or feel; and talk or hear. The position requires occasional lifting of up to 50 lbs.

Work Environment:
Work is generally performed in an office/clinical setting with a moderate noise level. Overnight travel, evening and/or weekend work is occasionally required. Tight time constraints and multiple demands are common.
