JRAD is seeking a highly experienced Senior Subject Matter Expert (SME) with extensive knowledge of climate change and integration strategy to support Air Force Civil Engineer Directorate (AF/A4C). Hybrid preferred (NCR); fully remote considered.


Roles/Responsibilities:

  • Strategic Document Development: Develop, coordinate, consolidate, and maintain DAF strategic climate integration governance and programmatic documents, including policies, procedures, action plans, and issue resolution strategies.
  • Leadership Updates: Provide detailed updates to leadership by participating in meetings and preparing associated materials such as PowerPoint presentations, after-action reports, and minutes.
  • Staff Package Preparation: Prepare comprehensive staff packages, including summary sheets, presentations, spreadsheets, correspondence, background papers, talking points, and white papers for Senior Executive Service or General Officer and Presidential Appointee-level audiences.
  • Stakeholder Engagement: Collaborate with various DAF (SAF/HAF/USSF), AFMC, AFIMSC, AFCEC, and other organizations to gather data on severe weather and climate impacts, conduct risk analysis, and develop action plans.
  • Working Group Participation: Arrange and participate in working groups, forums, and collaborative events, working closely with OSD, Joint Staff, other Service staffs, MAJCOMs, and other government offices to respond to queries and develop strategic responses.
  • Policy Recommendation: Recommend updates to policies related to climate change that align with Executive Orders, laws, and DoD policies.
  • Maintain Proficiency: Stay updated on current climate change projections, analytical data, industry developments, and investigate their applicability to provide informed recommendations to leadership.


Required Skills and Education:

  • Experience: At least 10 years of experience as a senior analyst or program manager, preferably within a military or defense context.
  • Education: Minimum of a bachelor’s degree in a related field such as environmental science, engineering, climate studies, or a relevant discipline.
  • Expertise: In-depth knowledge of climate change impacts on military operations, installation resilience, and mission support areas.
  • DoD/DAF Knowledge: Familiarity with DAF and DoD corporate processes and strategic guidance.
  • Leadership and Collaboration: Proven ability to lead and collaborate with complex teams and diverse stakeholders.
  • Communication Skills: Excellent verbal and written communication skills for preparing high-level documents and presentations.

  • DoD Secret is required
