Department: Transitional Housing

Reports to: Chief Program Officer (CPO)

Salary: $175,000/ year

Positions reporting to this position: Assistant Vice Presidents, Transitional Housing

Purpose of the Position

Reporting to the Chief Program Officer (CPO), the Vice President of Transitional Housing provides leadership and strategic direction to Win’s Department of Homeless Services (DHS) funded transitional housing programs. S/he ensures compliance with Win standards of performance, and regulatory, and contractual requirements. The Vice President (VP) provides vision for the development of programming, execution of services, and has overall responsibility for the division.

Responsibilities:

Contract Management:

• Principal liaison with DHS and Office of Temporary Disability Assistance (OTDA) with respect to regulatory and contractual requirements.

Program Leadership:

• Ensure Win transitional housing programs incorporate, support, and execute the strategic vision set forth by the Win leadership team.

• Support the Assistant Vice Presidents (AVP) in developing strategies to ensure adherence to Win’s philosophy and service delivery model.

• Promote collaboration between divisions through development of interdisciplinary teams to achieve organizational goals.

• Visit transitional housing sites monthly to ensure adherence to policies and procedures.

Strategic Planning and Vision:

• Frame the vision for the direction of current and future services in keeping with the organization’s strategic goals and objectives in conjunction with Win’s leadership team.

• Participate in Win board meetings and board committees to provide counsel on strategic initiatives.

Financial Management:

• Develop annual program budgets, review monthly profits and loss (P&L) reports to monitor expenses, and participate in monthly meetings with the Finance Department to review monthly statements in order to make revisions to the budget.

• Ensure AVP’s are monitoring program expenditures and operate within the budget.

• Collaborate with Vice President of Real Estate to ensure that all initiatives and facilities are well aligned, well executed, and appropriately budgeted.

Metrics and Performance Improvement: • Develop and report on key performance indicators for measuring program performance effectiveness and outcomes.

• Collaborate with AVPs and Program Directors to develop annual goals and targets.

• Evaluate the performance of AVPs and Program Directors.

Continuous Quality Improvement (CQI):

• Ensure AVPs and Program Directors implement continuous quality improvement activities and initiatives.

• Lead and participate in CQI committees and projects as directed by the CPO.

Advocacy/External Relations: • Represent Win at meetings with other service providers, state and local officials to address service issues and develop policies to affect change.

• Meet with funders and donors to advocate for contributions to address existing gaps in program services.

Qualifications:

• Commitment to Win’s mission, vision, and values. • MSW or graduate degree in related field required. • Five (5) years of experience administering social services programs required. • Experience with performance-based contracting and metrics. • Proficiency in Microsoft Suite and the use of databases. • Experience developing and managing program budgets. • Exceptional verbal and written communication skills. • Exceptional presentation skills with the ability to effectively interface with senior management required. • Demonstrated leadership and management skills with the ability to influence and engage direct and indirect reports and peers. • Experience in a nonprofit setting with focus on homeless and low-income populations. • Bilingual – English/Spanish a plus.
