The Technical Capacity Subject Matter Expert (SME) provides executive-level guidance and subject matter expertise to accounting and audit teams and must be able to provide the following:

Role and Responsibilities

  • Responsible for conducting Technical Capacity Enterprise Risk Management (ERMs) as part of Comprehensive Review or as a standalone review activity.
  • Reviewing and verifying all technical capacity preliminary findings of deficiency for reviews conducted by the Contractor.
  • Leading or assisting with the development of program and training content in alignment with FTA policy and guidance.
  • Authoring and/or drafting reports and technical memoranda; participating in grantee oversight workshops as required.
  • Leading or assisting with Special Assignments, Technical Assistance, and Corrective Action Support tasks.

Qualifications, Education, and Skills Requirements

  • Bachelor's in finance, accounting, business, or relevant discipline required.
  • Minimum of 8 years of significant demonstrated professional experience in public agency management and workforce and organizational management assessments.
  • Experience with transit agency management.
  • Demonstrated strong analytical and training skills and experience.
  • Demonstrated ability to identify risks in an organizational technical capacity, verify if requirements are complied with, and present solutions to any identified organizational technical capacity concerns.
  • Demonstrated professional expertise necessary to interpret, accurately apply, and evaluate grantee compliance with complex federal technical capacity requirements, including those in FTA circulars.
  • Demonstrated ability to explain complex public management and corporate capacity topics and requirements to non­-expert audiences.
  • Demonstrated ability to locate root causes of issues, research multiple issues simultaneously, and write comprehensive, accurate, and concise reports in a timely fashion, as well as give professional oral presentations.

  • Active or recent security clearance.
  • Masters degree.
  • Veteran hiring preference.
