The Land Project Specialist - Land PMO is responsible for providing office and field services by
implementing project management systems. The Land Project Specialist – Land PMO will execute procedures and policies to: perform high-level site plan take-offs, draft and update budgets, create and distribute request for bids, evaluate bids for contract award, process contract and change order requests from the markets, ensure compliance with accounting principles, and support review of project financials to identify and reconcile project variances. The Land Project Specialist - Land PMO supports the Land Development department in the goal of delivering lots that meet the timeliness, quality standards, and cost goals established by the Operations Partner – Land PMO.


Responsibilities:

  • Creates Level I budgets using analogous estimating methods for site development projects during acquisition and due diligence periods
  • Performs quantity take-offs of site development plans from initial site plans
  • Creates Level II budgets using parametric estimating methods for site development projects
  • Works with Program Managers and Scheduling Project Specialist to develop scopes of work from site development construction documents
  • Drafts requests for proposals (RFPs) based on site development construction documents and scopes of work and tracks responses from Trade Partners
  • Creates bid tabulation and cost analysis based on RFP responses and qualifies Trade Partners bids for completeness, scopes of work, quantities, sub-contractor registration, and costs
  • Creates Level III budgets based on winning bid
  • Drafts contractor agreements and schedule of values based on winning bid and tracks approval process
  • Reviews job cost reports with Program Manager regarding budgets and cost to complete and identifies areas of cost overruns or underruns
  • Works on multiple RFPs and budgets simultaneously
  • Maintains list of current Trade Partners, scopes of works offered, markets they work in, and contact information
  • Identifies, records, and solves for assumptions, risks, and issues to successfully achieve budget conformance
  • Maintains electronic and paper project files using established policies including required documentation and most recent revisions to construction documents
  • Works with Project Managers and Project Specialists to update cost to complete using actual work performed, percent complete, payment applications and schedule of values, and approved change orders
  • Maintains historical unit rate cost database
  • Maintains historical production rate database
  • Daily focus of solving assigned issues and communicates project impact to Project Managers
  • Identifies budget non-conformance and works with Program Managers to determine all alternatives to bring budget back into conformance and impacts to cost and resource levels; recommends solution for approval
  • Identifies trends in budgets and unit rates per market, municipality, and Trade Partners and makes recommendations as to root causes
  • Performs other duties as needed or required


Results/Accountability:

  • Provides task status and schedule updates to Project Manager using the Land Development Information system on a weekly basis
  • Starts, manages, and completes assigned project tasks within schedule, cost, and quality constraints
  • Resolves assigned issues in a timely manner to not delay project

Qualifications:

  • Bachelor’s degree in engineering or other technical field and/or minimum of 3 years of site development related experience with a focus on estimating/budgeting, bidding, and contract management in a corporate
  • setting required
  • Proficiency in reading civil site plans, utility plans, and construction documents
  • Proficiency in reading and administrating construction contracts
  • Detailed oriented and superior analytical skills required
  • Proficiency in Microsoft Office and Microsoft Project or other scheduling software required
  • Valid driver’s license, current automobile insurance, and reliable personal transportation for occasional regional travel

While performing the duties of this position, the associate is regularly exposed to outside weather conditions,
