Resident Engineer/Inspector Supervisor (PE or Nicet III)

POSITION GOALS:

The ideal candidate will provide not only oversight of Construction Inspectors assigned to them, but also perform the duties of a Construction Inspector for municipal, county, state and federal projects as well as transportation authority and agency work including bridge rehab / reconstruction, water supply and distribution systems, sanitary sewer collection and treatment systems, storm sewer systems, and roadway construction.

MINIMUM QUALIFICATIONS:

  • Minimum of 10 to 15 years of Construction Inspection experience or construction experience directly related to one or all of the following disciplines: Roadway construction, bridge construction, storm sewer systems, water supply and distribution systems, and/or sanitary sewer collection and treatment systems.
  • Must have a Valid Driver’s License.
  • High School diploma required, but a Bachelor’s Degree in engineering or related field is preferred.
  • NICET Certification Level III or IV or New Jersey / Pennsylvania Professional Engineer License.
  • Must have computer literacy in Microsoft Office and Microsoft Outlook.
  • NACE / SSPC Certification is not required but is a plus.
  • Have or obtain within 1 year of hire:
    1. ACI – Field Testing
    2. NJSAT
    3. Rutgers Traffic Control Coordinator Certification
    4. OSHA 10/30

PRIMARY DUTIES:

  • Providing management oversight for Construction Inspectors assigned, as well as mentoring, training, and project issue resolution.
  • Ensure that Construction Inspectors assigned are performing as required and are adhering to all company policy and procedures.
  • Review all documentation generated by Construction Inspectors assigned to ensure daily reports, time cards, expense reports, correspondence, meeting minutes, etc. are being created and maintained in good order.
  • Good communication skills, with the ability to work with Contractor, Owner, and the public.
  • Be knowledgeable in all phases of the work being inspected.
  • Review on a monthly basis all projects with the Department Head or his/her designee.
  • Be proactive in resolving staffing issues or requests for additional staff to ensure that billability is not degraded due to lack of coverage.
  • Ensure job site is maintained in a safe, neat, and orderly fashion by the Contractor.
  • Providing extensive on-site Inspection of construction projects and serve as the Engineer’s liaison with Contractor.
  • Attend pre-construction & weekly job progress meetings.
  • Conduct on-site Inspections of the work in progress to assist the Engineer in determining if the work is proceeding in accordance with the Contract Documents.
  • Provide and maintain all records related to the project.
  • Document all on-site Inspections of construction progress, equipment on-site, manpower on-site, materials on-site and any and all deficiencies on a Daily Inspection Report.
  • Review applications for payment with Contractor and confer with Engineer on recommendations for progress payments.
  • Ensure that all safety precautions and traffic control measures are in place and operational.
  • Read and use architectural and engineering blue prints and specifications to ensure conformance of work by Contractor.
  • Perform all duties in a safe manner.
  • Prepare a final punch list at substantial completion and perform final project review for project closeout.
  • Self-motivated, organized, and focused, with good attention to detail.
  • Must be able and willing to work the hours necessary to meet the demands of an ever-changing workload or the completion of any assigned project(s).
  • Properly care for and maintain any and all company issued equipment and materials.
  • Assist in the preparation of budgets and estimates and well as material take-offs as required.
  • Must be accessible by phone during the work day.
    • Monitor project budgets, and review labor hours for yourself as well as Construction Inspectors assigned via the Deltek Vision web-based system daily.
    • Enter time and expenses on any projects assigned into the Deltek Vision web-based system daily.
    • Assist in the preparation of proposals / bids on upcoming work.
  • Demonstrate an ability and desire to work.
  • Perform all other duties as assigned by the Department Head.
  1. EVALUATION

There will be an annual performance and goal evaluation between the Resident Construction Inspector / Engineer and the Department Head.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

While performing the duties of this job, the employee occasionally works in the field and may be exposed to outside weather conditions. Work requires frequent and prolonged computer use. May occasional lifting up to 25 pounds.
