Qualifications: 
Related field preferred. Minimum high school graduate. Two years experience in employee recruitment and training preferred.  Has knowledge of state, federal, and other applicable regulations relating to employment and employee education preferred. Must have strong computer skills, strong customer service and effective communication skills.  Must have good recall, be articulate, and able to organize detail.  Must exhibit friendly, pleasant and calm, congenial, and a professional attitude in all daily activities. Must have the ability to prioritize and work well independently.  Must be flexible regarding workdays and hours.

General Duties:
  1. Directs daily human resources operation including providing direct oversight of the establishment and implementation of human resources policies.
  2. In consultation with the Director ensures compliance with state, federal, and other applicable human resources regulatory requirements.
  3. Directs the implementation of improved work methods and procedures to ensure employees are recruited, hired, oriented, and terminated in accordance with policy.
  4. Works with the management team to identify recruitment needs and develops a recruitment plan designed to fill demand.
  5. Builds and monitors community perceptions of the company as a high quality employer.
  6. Coordinates and participates in community awareness and recruitment activities such as health fairs.
  7. Works with the management team in identifying employee education needs and develops orientation and continuing education programs for employees.
  8. Maintains a comprehensive library of resources to support employee education and development.
  9. Maintains employment files in accordance with state, federal, and local regulations.
  10. Maintains confidentiality of employee information and files.
  11. Is available as scheduled for after-hours on-call if applicable to office
  12. Ensures that the on-call phone is operational, and returns calls in a timely manner if applicable to office.
  13. Responds promptly and courteously to client and employee complaints and inquiries.
  14. Maintains and presents a professional image through appropriate dress, pleasant and helpful telephone manner, and courteous interaction with all staff and visitors; and is responsible for appropriate verbal and behavioral interaction with all individuals that he/she comes in contact with.
  15. Must be able to perform responsibilities with minimal supervision, and must possess a high degree of initiative, and the ability to organize and prioritize responsibilities
  16. Exhibits a high degree of commitment to customer service and quality of work.
