Job DescriptionJob Description

The Director of Grants Accounting performs and supervises the accounting and financial service functions for programs funded by grants or special revenue. These functions include: preparing financial projections and budgets, actual v. budget reporting, reviewing/monitoring of individual grants and transactions for compliance with private, local, state and federal fund requirements, billing and collections, journal entries, and financial grant reporting. Position may also be required to verify budget proposals for grant applications. The grants accounting manager provides fiscal service and support for all departments. The position will also answer inquiries from external auditors and federal, state and local agencies concerning grant information and to effectively communicate complex financial issues to employees, chiefs, directors, and the general public and granting agencies.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Maintains grant budget vs. actual variance reports and submits monthly and annual federal financial reports for all Grants, funds and restricted donations.
  • Manages monthly and year-end general ledger, closing entries for grant revenue, expenses, and receivables on all federal grants.
  • Prepares and executes Federal eLOCCS drawdowns as scheduled.
  • Manages allocation of payroll information (time and effort attestations, program staff grid/ allocations, and general ledger salary expenses) to ensure proper allocations to the grants.
  • Assist in the development and implementation of grant contractual agreements and budget development for new grants.
  • Works on special grant related projects
  • Maintains proper accounting in accordance with generally accepted accounting principles and tracking of foundation grants and contributions.
  • Manages submission of financial reports to the as required by grantors/donors.
  • Manages grant accountant interaction with program staff and fiscal grants coordinators to ensure proper allocation of cost to the grants.
  • Manages overall department grant tasks/scheduling and follow up as required.
  • Assure that all grants are funded and budgeted in accordance with policies and procedures.
  • Monitor grant budget cash flow and the expenditures throughout the life of each grant.
  • Ensure that all grants are managed and in compliance with current laws and regulations and that all grant activities are processed timely.
  • Maintains relationships with HUD Grant Administrator and Evaluation and Compliance department to ensure grant compliance.
  • Submit reports and reimbursement requests.
  • Other duties as required.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of principles and practices of governmental budgeting and accounting; the organization financial structure, accounting and budgeting systems, and financial policies and procedures of the organization; data analysis, budget, and financial planning to project costs and develop grant budget requests; computer accounting systems to trace transactions and identify errors; and personal computer software to prepare and maintain grant budgets, prepare reports, and perform financial analyses.
  • Ability to plan, organize, monitor, supervise and present data to top management; use sound judgment in analyzing data, statistics, and in making accurate projections.
  • Communicate and work effectively with chiefs, directors, and other state agency representatives in the development and implementation of budgets and grants; and write narrative to accompany budget documents related to grants and special funds.
  • Perform technical accounting work involved in the audit of financial and statistical records; Analyze and resolve problems and draw accurate conclusions.
  • Maintain records; prepare clear and concise financial and accounting analysis reports; Work independently with little direction.
  • Analyze situations accurately and adopt an effective course of action.
  • Meet schedules and timelines.
  • Plan and organize work.
  • Work confidentially with discretion.
  • Communicate effectively both orally and in writing.
  • Read, interpret, apply, and explain rules, regulations, policies, and procedures.
  • Operate a variety of office machines including computer, calculator, fax and printer.


WORK CONDITIONS & PHYSICAL DEMANDS:

  • Work is performed in climate-controlled office setting, were exposure to conditions of extreme. heat/cold, poor ventilation, fumes and gases is unlikely.
  • Noise level is moderate and includes sounds of normal office equipment (printers, fax machine, phones, etc.)
  • No environmental hazards are encountered in normal performance of job duties.
  • Work requires a flexible work schedule due to internal and external meetings. Occasional travel may be required; must have reliable transportation.
  • Ability to effectively communicate orally and in writing.
  • Physical ability to move 25 pounds occasionally.
  • Visual and auditory ability to identify and respond to environmental and other hazards of the site and staff behavior.
  • Physical mobility and endurance to perform tasks while standing/walking for long periods of time (60 minutes or more).
  • Ability to safely and properly use office equipment.
