This is a full-time permanent position which is responsible for identifying and providing Trauma, Addictions, Mental Health and Recovery (T.A.M.A.R.) classes/services to individuals living with trauma histories incarcerated at the Harford County Detention Center (HCDC). The goal of the program is to provide appropriate services to trauma victims and break the cycle of substance abuse, arrest, and incarceration. Participants are identified or self-identified as having a history of physical and/or sexual abuse and recent treatment history for a mental health condition, as well as a drug use/abuse disorder. Participation in the program is voluntary and does not itself reduce jail time. Program services include the coordination of services during incarceration, development of an aftercare plan, community referrals, advocacy for “mainstream” services, and establishing a plan to communicate and monitor progress upon reentry to the community.

This is a remote-friendly position, with the requirement to report in-person at Harford County Detention Center or other trainings, staff meetings, site visits, and other events at the request of OMH/CSA leadership.

Major Duties & Responsibilities:

• Identifies individuals with trauma histories through the use of approved screening and assessment instruments and invites eligible candidates to participate in the TAMAR project. In addition to trauma, an eligible candidate will present with a history of mental illness and/or substance use. Candidates who screen positive for mental illness and/or substance use without a trauma history are not eligible and are to be referred to a general jail-based mental health program.

• Collaborates with the detention center's medical unit or other detention center administrator to screen all inmates for mental health and trauma related disorders. Individuals with positive screens for trauma shall be referred for assessment.

• Serves a minimum of 50 individuals per fiscal year.

• Utilizes approved screening and assessment instruments to identify eligible candidates. Develops aftercare plans to help secure community referrals, and apply for appropriate public health benefits, and establish a contact number in order to maintain communication for the purpose of monitoring participation in community services upon re-entry.

• Provides trauma informed systems training to key representatives of the detention center staff, community mental health providers, and other appropriate stakeholders.

• Provides group therapy that aligns with the TAMAR manual and the expectations of Behavioral Health Administration’s Office of Criminal Justice Services.

• Maintains communication with courts, parole and probation, and community-based providers to provide information about TAMAR.

• Participates with HCDC local advisory board no less than four times a year to discuss the needs of the community and its impact on the jail-based programs.

• Participate in Behavioral Health Administrations quarterly program meetings.

• If applicable, participate in weekly clinical supervision and shall attend at least one trauma- related training annually.

Required Skills/Abilities:

Education and Experience:

• Mental health professional license in the State of Maryland.

• Specialized training in trauma informed care preferred.

Physical Requirements:

• Prolonged periods of sitting at a desk and working on a computer.

• Must be able to lift up to 15 pounds at times.

• Must be able to access and navigate each department at the organization’s facilities.
