Summary of Program and Position:

Parents And Children Together provides afterschool drop-in centers for youth ages 7-18 who live in and around two public housing complexes, Kuhio Park Terrace and Puuwai Momi in Halawa. These programs promote the development of healthy youth, families and community with an abundance of positive experiences for youth and family members including educational, recreational, community building and support services. Services, activities and hours may vary by site.

The Program Director is responsible for the overall planning, implementation, and oversight of a comprehensive program, and supervises the delivery of voluntary culturally appropriate and strengths-based development of healthy youth and families by providing educational, recreational, community building and support services. The Program Director works in collaboration with the appropriate Program Directors to ensure community building efforts and programs and services are streamlined and congruent to include youth participants. This position provides program leadership that fosters a team-based approach to delivering services and represents the agency in youth development related events and advocacy issues. The Program Director identifies and seeks to eliminate barriers to service access through grant writing, program improvement, and involvement in community building efforts, or groups specific to addressing the impact of youth development in our community.

This position is also responsible for program and contract performance and reporting, performance and quality improvement activities, budget planning and implementation, fund development, general program administration, and various program facilities. The position is under the direct supervision of the Executive Vice President of Community Building.

Essential Duties:

  • Behaves in a manner that supports the agency’s mission and follows personnel policies and procedures.
  • Plans, directs, and coordinates the administration of all Youth Center programs in keeping with the contracts and grants being executed and keeps the EVP of Community Building informed on a regular basis about the status of the programs, including the monitoring and tracking of contract budgets and deliverables. Develops or coordinates preparation of all funder and executive management reports in a timely manner.
  • Provides leadership to Youth Program staff and assumes all the responsibilities of a supervisor for the staff reporting directly and indirectly to the position. Hires, trains, orientates, and plans effectively for adequate and qualified staffing in PACT service areas.
  • Guides utilizing the youth-centered service approach for programs in the Youth Program in concert with agency philosophies, policies, and procedures. Ensures PACT provides quality and culturally responsive services through the development of staff expertise across programs, provision of adequate support and supervision of the work. Stays abreast of best practices and changes in areas relevant to PACT services. Investigates and responds to concerns of clients, staff, and others when not solved at the supervisory level to ensure on-going positive working relationships.
  • Works with the Fiscal Department to develop operating and payroll budgets, to develop and update job descriptions and salary ranges, to ensure adequate technology and communications supports, and to maintain facilities in each location. Seeks guidance from Fiscal and Human Resources to ensure competent management of resources within the policies of and in the best interests of the Youth Program and PACT as a whole.
  • Develops and maintains effective relationships with youth and adult community members, funders, State, County agencies and other partners to explore and implement community driven services. Gather, analyze, and share youth community data to guide effective and holistic services of new or existing programs that uplift the community. Seeks out synergies with local providers and advocates for PACT programs and services in all community work.
  • Seeks and maintains funding for programs, providing oversight, writing and review of funding proposals, and develops private funding sources by establishing relationships with community members and leaders where possible. Continuously seeks relevant and innovative services to address the current and future needs of the youth and families served. Works directly with PACT Fund Development staff as required by PACT policy for any private fundraising, community events, or media coverage.
  • Leads program quality activities and reporting to support the agency's Performance and Quality Improvement Program and ensure all staff understand and support Quality Improvement.

Education/Training:

  1. Bachelor’s Degree in Social Work, Public Health, Psychology, Counseling, or related field plus two years’ experience in an executive or administrative capacity involving grant writing, fiscal management, and program planning, required. Plus, two years’ experience in management of personnel, required. Master’s Degree preferred.

  1. Possesses and maintains a valid driver’s license.
  2. Has daily access to an automobile.
  3. Possesses and maintains proof of no-fault insurance.
  4. Can obtain an acceptable pre-hire driver’s abstract and annually thereafter.
  5. Can obtain an acceptable Fingerprint (FBI) Background Check upon initial hire and as requested.
  6. Can obtain a State Criminal History check upon initial hire and annually thereafter.
