Job DescriptionJob Description

RESPONSIBILITIES: The Human Resource Manager performs duties at the professional level in some or all of the following functional areas: employee relations, training, employment, affirmative action and employment equity program, and benefits management. This position requires an extremely perceptive person who is capable of relating to individuals at all levels within the organization. This position must be sensitive to Authority needs, employee goodwill and the business needs. The primary hours for this position are Monday - Friday 8:30 AM - 5:00 PM, but the ability to work outside of this schedule as needed.


EXAMPLE OF DUTIES


The Human Resources Manager will perform a variety of duties including, but not limited to:


  • Maintains all employee and applicant documentation as dictated by governing agencies.
  • Maintains employee personnel files.
  • Assist with all workers' compensation case files; follows-up on open cases.
  • Monitors employee eligibility for benefits plans. Reviews benefits with employees and processes enrollment, cancellation or changes. Organizes and manages annual open enrollment communications and election process.
  • New Employee Orientation - Manage enrollment and explanation of benefits, ensure and document necessary communications of key policies, collecting necessary paperwork for payroll and other purposes, etc.
  • Recruitment and Hiring - Assist department heads with maintenance of position descriptions, recruitment, interviewing, and hiring new employees.
  • Employee Relations - Assist in the conduct of employee relations activities including managing communications to employees and addressing inquiries from employees regarding benefits and other policies.
  • Attend employee hearings for discipline with Union leadership.
  • Assist the training department as needed to conduct policy training and other necessary training for employees.
  • Complete new hire paperwork including background checks, MVR Screenings, and other paperwork that may need to be completed.
  • File and follow up with employees during the process for Short-Term Disability including contacting the medical provider or the insurance company if needed.
  • Administer the FMLA process.
  • Continuous Improvement - Research regulations and best practices, and implement strategies related to the duties of the human resources function which are intended to improve performance, increase automation or minimize costs.
  • Other Duties - Perform other related duties as assigned by the Sr. Director of Administration.

The conduct of many of the duties of this position may require field work.


QUALIFICATIONS


  • Bachelor's Degree in business, human resources management, or a related field.
  • Two years of human resources program administration experience.
  • Should have knowledge of Employment Laws.
  • Strong ability to multitask.
  • High skill level in Microsoft applications including Word, Excel, and Outlook.
  • Strong aptitude with computer use.
  • Strong written and verbal communications skills.
