The Institute for Health and Recovery (IHR) is a statewide service, research, policy, program development and capacity building agency. IHR designs its services based on an understanding of the impact of trauma. IHR’s CARF accredited treatment programs provide holistic interventions for hard to reach and high-risk individuals and families. IHR’s mission, since our founding in 1989, has been to develop and support a comprehensive continuum of care for families, individuals, youth, and pregnant and parenting people affected by alcohol, tobacco, and other drug use, violence/trauma, mental health challenges and other health issues, while advancing principles of health equity and social justice. Our work is focused on addressing and eradicating inequities in our health care, economic, and justice systems, especially as they disproportionately affect women and people of color. We are committed to providing services and creating communities that mitigate the effects of substance use, mental illness, and trauma.

Summary Statement: The Executive Director is the Chief Executive Officer of the Institute for Health and Recovery, Inc. The Executive Director has ultimate authority for the organization's consistent achievement of its mission and financial objectives and reports to the Board of Directors.

The primary duties and responsibilities of the Executive Director shall include the following:

Leadership and Strategic Oversight

  • Ensure that the organization possesses a long-term strategy that fulfills its mission and consistently makes timely progress towards it.
  • Provide leadership in developing program, organizational and financial plans with the Board of Directors and staff and carry out plans and policies authorized by the Board.
  • Maintain and ensure quality across clinical programming through development of monitoring protocols which incorporate IHR standards of care.
  • Offer mentorship, guidance, and modeling in making challenging decisions.
  • Ensure compliance with federal, state, and local regulations.
  • Maintain a working knowledge of significant developments and trends in the field.

Internal Management & Staff Development

  • Providing direct supervision to the Assistant Director, Director of Finance, and Director of Human Resources.
  • Exercising ultimate oversight over all agency functions and programs.
  • Ensures the establishment of an efficient management team, with adequate measures for succession planning.
  • Secures compliance of services with all pertinent federal, state, and contractual laws and regulations.
  • Guarantees that services and the work environment consistently meet IHR's standards for trauma-informed, respectful, and relational practices.

Fiscal Management

  • Ensure development and maintenance of sound financial practices.
  • Work with the IHR Finance Department, IHR Leadership team, and the Board in preparing the annual budget; see that the organization operates within budget guidelines.
  • Ensure that adequate funds are available to permit the organization to carry out its work.
  • With the President and Secretary of the board of directors, conduct official correspondence of the organization, and jointly, with designated officers, execute legal documents.

Board and External Relations

  • Fully informed the Board on the condition of the organization and all-important factors influencing it.
  • Publicize the activities of the organization, its programs, and goals.
  • Establish sound working relationships and cooperative arrangements with federal and state funding, regulatory agencies, and community providers.
  • Serves as a spoke person as needed.

Qualifications/Requirements:
  • Advanced degree in social work, mental health, psychology, public health, social policy, or related field with at least 10 years’ experience in the field of substance use disorders / mental health.
  • Previous experience managing multiple funding streams, including federal grants and state contracts.
  • Understanding of and experience with non-profit organizations
  • Demonstrated state and national leadership and expertise in health including social determinants of health.
  • Experience leading the implementation of principles related to diversity, equity, and justice.
  • Experience with CARF accreditation processes, state licensing and third-party billing procedures.
  • Experience with grant and contract development.
  • Experience in policy development and analysis.
  • Excellent leadership, training, and public speaking skills
  • Excellent organizational development, management, and fiscal oversight.

  • Valid driver’s license, good driving record, and regular access to a reliable vehicle.
