ESSENTIAL FUNCTIONS and RESPONSIBILITIES:

Assists and provides support to the Center for Countermeasures (CCM) Security Specialist in the implementation and maintenance of classified security programs and protocols in accordance with all relevant government standards and regulations for the management of classified facilities, information, and materials. Ensures that staff, consultants, and visitors possess appropriate security clearances and handle documents and materials appropriately. Monitors access to, and security of, controlled facilities or information. Identifies potential weaknesses or risks and suggests revisions or improvements to management. Briefs and informs personnel on proper security procedures and protocols.

The core duties of this position entail:

  1. Take messages and answer phone calls for the security staff, and courier classified as needed to CCM approved locations upon request. 
  2. Use security checklists to prepare classified venue spaces and act as an access monitor ensuring all personnel entering are on a security specialist approved access roster, and escort non-cleared personnel as needed after receiving escort briefs from the security specialist.
  3. Construct, verify, and validate the organizational classified information access list, the daily visitor access list, and send and receive visit requests for CCM.
  4. Operate the Velocity/Hirsch Identiv Visitor Access Control System, issue and receive CCM visitor badges, create new visitor badges under the observation of the CCM Security Specialist.
  5. Conduct end of day security checks of designated areas, safes and restricted areas gates as directed by CCM.
  6. Receive access combinations, PINs, and ACS credentialed access as needs to secure designated areas not to exceed the Secret level.
  7. Prepare, ship, and receive classified material in accordance with AR 380-5 Army Information Security Program under the direction of the CCM Security Office/Officer
  8. Support the SCIF Construction Access Monitor as directed by the CCM Security Office.
  9. Destroy classified paper and CD material as directed by the CCM Security Office; using hand receipt deliverable to receive signature from the CCM employee and or the CCM Security Officer.
  10. Prepare and coordinate outgoing visitor access requests (VAR) and coordinate incoming VAR for the CCM security office at the CCM.
  11. Assist with VARs involving Request for Foreign Visit (RFV), North Atlantic Treaty Organization (NATO), and Department of Energy (DOE) visit submittals
  12. File security record of visits, classified meeting/coordination rosters, agendas in accordance with Government retention standards
  13. Execute training found on the CCM One Center SharePoint, and other designated network share folders for security and awareness training to support security office practices
  14. Operate an Automated Entry Control Systems (AECS) and user level applications (e.g. Identiv/Velocity) to enroll, maintain, and disenrollment CCM civilian and contractor personnel for DoD facilities and sites
  15. Conduct periodic AECS report queries for the security office
  16. Maintain VAR and AECS training as needed to conduct user level functions to support the security office access control
  17. Maintain government provided logs and forms for issuance and accountability of CCM assigned security credentials, combinations, keys, locks, and security containers
  18. Support security office key/lock control program by using an access roster to determine access to sites and assigned work areas and ensure access key control to these spaces are signed using designated security forms
  19. Make necessary notifications with the security office for receipt of requests for security container inventory and container combination change requests
  20. Assist with and maintain record of personal information code (PIC) for intrusion detection systems
  21. Maintain log of destroyed and/or lost credentials and available badge stock totals.
  22. Prepare and maintain personnel information pertinent for the security reception and onboarding of new visitor and permanent civilian and contract personnel
  23. Assist with scanning copies of onboarding documents and submit to security specialists as needed. 
  24. Assist in the storage, wrapping/packaging, safeguarding, and destruction of CCM classified and controlled unclassified information (CUI), which includes various storage mediums and documents
  25. Provide support for access control briefings for personnel traveling/visiting to and from CONUS and OCONUS locations.
  26. Assist the security office in force protection requirements such as random exercise of access control and Random Antiterrorism Measures Program (RAMP) at the worksite. 
  27. Journal events, take note of personnel responding to notification, and support entry control during exercises. 
  28. Conduct end of day security checks, personnel escorts on select projects, conduct guard support/access monitoring during facility Intrusion Detection System (IDS)/Power outages. 
  29. Coordinate, prepare for and provide security support for classified and sensitive CCM testing and operations in the local CCM facility and host DoD Installation. 
  30. Coordinate, prepare for and provide security support for classified and sensitive CCM testing and operations at designated test locations off the DoD installation via contracting officers representative (COR) approved travel/temporary duty (TDY).

KNOWLEDGE and SKILLS:

The candidate shall be familiar with the various Visitor Access Request (VAR) formats and documentation associated with access to CCM and Department of Defense (DOD) facilities for all personnel.  This documentation includes local visitor access request in email, memorandum, lists, forms, local visitor database, and DoD system of record (e.g. Defense Information System for Security (DISS) formats.  Candidate should be familiar with formats and procedures for assisting with foreign visit and travel requests. The candidate shall possess the ability to receive and securely transmit (per classification requirements) the associated information at the controlled unclassified information (CUI) level and observe all requisite information protection requirements (e.g. personal identifiable information (PII) and CUI guidelines).

  • Working knowledge DOD security and classified material policies and procedures.
  • Proficiency in the Microsoft Suite of applications and other software programs
  • Able to effectively communicate in English both verbally and in writing.
  • Possess the ability to complete and deliver required work, with minimal supervision in a timely manner.
  • DOD clearance required.

MINIMUM REQUIREMENTS:

  • Associate’s degree or 1-2 years of relevant work experience where the candidate was responsible for the security of classified documents, information, and/or facilities
  • Must have (or be able to gain) and maintain a Security Clearance as a condition of employment.
  • Must be a U.S. Citizen
  • Must possess a valid Driver’s License
