Job DescriptionJob Description

To serve as the Vice President of Finance and Administration of the official destination marketing organization for Gulf Shores and Orange Beach, Alabama. This position develops high-level financial plans and budgets for the entire organization. It manages the finance department including accounts payable and receivable, capital funds and expenditures, all budgets and banking accounts. It also manages all financially related human resources matters, legal matters, as well as all financial matters pertaining to the buildings and maintenance of the organization’s physical offices, warehouses, and vehicles. This position will continually seek new ways to utilize the tax dollars entrusted to our organization in the most transparent, productive, and effective manner, thus allowing the organization to grow and fulfill its mission. It will also consistently examine our organizational position in the community and bring forward ideas to help better serve all stakeholders.

A.    QUALIFICATIONS

  1. Bachelor’s degree from an accredited college or university in the field of business administration, accounting or finance.
  2. Minimum of five years of experience in an executive or upper management position in finance, accounting management, or organization management, including working with a Board of Directors. Minimum three to five years of experience in hospitality, tourism/destination marketing, sports marketing, or municipal management.
  3. Knowledge of accounting principles and procedures including internal controls, general ledger, cash management, audit, accounts payable, accounts receivable, bank reconciliations and experience reviewing business contracts.
  4. Expert knowledge of statistical and applied mathematics and practices.
  5. Experience with and familiarity with a variety of Finance Industry software applications and programs (e.g., Microsoft Office Suite, QuickBooks, HRIS/ Payroll systems, CRM systems, Smartsheet).
  6. CDME designation from Destinations International is a plus.
  7. Ability to communicate effectively, manipulate data, perform operational tasks, and operate office equipment.
  8. Ability to lift thirty-five pounds. 
  9. Have dependable transportation and a current driver's license.

B.     ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  1. Provide overall financial management and oversight; Manage and oversee all financial and business planning activities; Manage financial/accounting/budget functions: Oversee reporting and monitoring of organization performance metrics; Ensure that relevant financial data is presented to the President/CEO, Board of Directors and senior management.
  2. Direct and assign the work of Finance and Administration staff.
  3. Manage operational functions, including risk management and legal activities, business insurance, organizational reporting and monitoring, and office management.
  4. Provide a strong day-to-day leadership presence; Proven manager and motivator of people and ability to coordinate and execute special projects to meet specific goals.
  5. Serve as a key liaison to the Board of Directors, Finance/Executive Committee and other committees.
  6. Oversee essential internal CVB leadership development activities, including but not limited to human resources, training, administration and organizational planning.
  7. Implement the goals, objectives and directives of the President/CEO and the policies of the CVB Board of Directors.
  8. Provide oversight of office operations in the absence of the President/CEO.
  9. Flexibility to fulfill responsibilities on evenings, weekends, and holidays, and to travel as needed.

C.    OTHER RESPONSIBILITIES

Finance & Analytics

  1. Supervision and/or production of all aspects of the accounting process including but not limited to payroll, accounts payable, accounts receivable, general ledger, budgets, monthly and annual financial statements, checking and investment accounts, tax returns, and records maintenance for all the Funds maintained by the CVB.
  2. Serve as Trustee for the employee’s Profit-Sharing Plan (PSP) ensuring that all enrollments, distributions, reporting, tax returns, and other PSP functions are managed according to the PSP Plan Document and the directives of the Third-Party Plan Administrator.
  3. Present monthly financial reports to the Board and President/CEO at the Board meetings. Oversee all budgeting processes and present the proposed quarterly budget adjustments to the Finance Committee for review and approval. Present the quarterly approved budget adjustments to the Board at the monthly meetings.
  4. As necessary, research and evaluate more productive savings options and/or expense reductions for the organization.
  5. Oversee and assist in the analysis of monthly data from various industry sources that provide the revenue sources reported at monthly board meetings. As needed, assist in compiling these statistics and any other research data into understandable reports or graphs.
  6. Develop and maintain good working relationships with local bankers/lenders, insurance agencies, attorneys, city agencies, chamber of commerce, and the current contracted CPA firm and CVB attorney and retained Law firm.

Operations & Organizational Development

  1. Research, plan, and implement new programs, policies and methods to ensure efficient and effective operations of assigned departments; Research and identify best practices and improve internal systems (including position modifications) with an eye towards future needs and budget realities, which includes working with the CVB Director of Finance to develop internal systems that provide the organization with quick access to financial information and enable strategic budgeting.
  2. Serve as Accreditation officer, providing oversight, and ensuring application of and adherence to industry accreditation standards and requirements; Direct annual renewal and subsequent reapplication in order to maintain international professional association (Dl - Destinations International) accreditation - DMAP (Destination Marketing Accreditation Program).
  3. Participate in the implementation of all Crisis Planning and execution.
  4. Supervise purchasing, rental, lease and maintenance of all furniture, fixtures and equipment. Work with board committees, project managers or other staff members on the design, construction and maintenance of all CVB buildings and grounds.
  5. Oversee information technology infrastructure including maintenance of systems, including network, cloud services and telephone systems.
  6. Ensure compliance with all State of Alabama regulations, policies, and procedures such as management and investment of public funds, purchasing, and compliance with the Alabama Ethics laws.
  7. Review advertising contracts, service contracts, equipment leases, building and land leases, and any other contracts. Compose contracts, grants, and sponsorship agreements for the CVB as needed.
  8. Purchase insurance for CVB buildings, vehicles, workers' compensation coverage, Director’s and Officer’s liability, cyber security coverage, general and umbrella liability, dishonesty bond, and profit-sharing plan bond.

Human Resource Management

  1. Plan, manage, and oversee human resource functions including payroll, health/dental insurance, workers’ compensation; short- and long-term disability programs, other insurance benefits, profit-sharing program, Retirement Systems of Alabama (RSA-1) program, employee handbook, job descriptions, and other human resource functions.
  2. Manages and/or oversees human resource activities including selection, discipline, grievances, and formal performance evaluations for direct reports, plus all employees reporting to direct reports.
  3. Ensures annual goals are set and monitored for all department staff members. These goals should direct everyone toward the organization’s overall objectives and explain their role in obtaining those objectives.
  4. Other duties as assigned by the President/CEO or the Board of Directors.
  5. In the event of an occurrence or anticipated occurrence that produces a mandatory evacuation order for the CVB tax district, the employee is responsible for physically reporting to a location designated by the President/CEO within 24 hours of the time of the occurrence.
