Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD’s headquarter office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human service that directly support predominantly low-income US born high barrier families and individuals, refugees, immigrants, transitional-age youth, seniors and other special populations such as individuals with disabilities.

Job Summary: Under the direction of the Program Manager, this position will oversee a robust healthcare-focused employment training programs such as Medical Assistance and Community Healthcare Worker, supervise staff, develop and cultivate employer relationships in the healthcare industry, participate in the development of a portfolio of employers with job opportunities in the healthcare field; coordinate and track communications with employers and other community partners; manage, develop, maintain, direct and coordinate the activities of the program whose functions include providing direct service to eligible participants; prepare and presents on activities, issues, and needs of the program; develop and implement employment goals and objectives; and perform related duties as required.

Roles and Responsibilities:

  • Administer and maintain LFCD’s healthcare-focused employment training program for Medical Assistance and Community Health Workers.
  • Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for the recruitment, outreach, training, and job placement of eligible participants into healthcare-focused industries.
  • Participates in the selection, onboarding, and oversight of staff; networks with collaborative partners to plan and share various resources and strategies; negotiates and coordinates customized training and job placement with regional employers, organizations, and agencies.
  • Outreach to eligible students and/or job seekers in Sacramento County
  • Build and maintain productive relationships with public-sector, private-sector, and employers to create career pathways for participants served through LFCD’s Employment Programs.
  • Maintain a working knowledge of significant developments and trends in workforce development; maintain participation and credibility in workforce development gatherings and professional development events; participate in program planning activities with state, county, education, and other agencies; provide leadership in the development and maintenance of workforce community partnerships and programs.
  • Develop working relationships with Chambers of Commerce, industrial and business groups, WIOA and other workforce-funded groups, and Employment Training Panel (ETP) organizations and partners.
  • Prepare advanced word processing, spreadsheet, and presentation documents including manuals, brochures, reports, and PowerPoint presentations.
  • Serve as a liaison with other programs or offices to accomplish program objectives.
  • Carefully prepare documented correspondence, assessment reports, case records, program information, and related documents to ensure program activities comply with program requirements.
  • Participate in the development of outreach programs and materials for the public and service providers.
  • Be actively involved in the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation compliance and help accomplish the goals and objectives of the agency's strategic plan.
  • Other duties as assigned.

Requirements and Qualifications:

  • Bachelor's Degree required; concentration in business management, community development, psychology, social work, or other related fields. If none, a minimum of 2 years of supervisory or management experience can be substituted to meet this requirement. Certification in the Workforce Development Apprenticeship Program is highly desired.
  • Self-starter, ability to work with minimal supervision; excellent communication, multi-task, community relations, networking, and public speaking skills.
  • Excellent communication skills; keen appreciation for follow-up, follow-through, and attention to detail.
  • Demonstrated ability to work with families, women, and children without discrimination towards people of diverse cultures, races/ethnicities, socioeconomic positions, ages, religions, genders, physical/mental challenges/disabilities, and sexual orientations.
  • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
  • Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends.
  • Proficient computer skills in MS Word, Excel, PowerPoint, database management, and Internet Explorer.
  • Must have a valid California Driver's License, clean DMV record, and proof of current auto insurance and registration; must pass a background check. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; moving objects up to 25 pounds.
