Overview of Position:

This position is responsible for developing policy and directing and coordinating human resources activities, including hiring, employee relations, HR information systems, local, state, and federal reporting, contract administration, staff development, wage & compensation development and administration, policies and procedures development.

Qualifications:

Master’s degree in Human Resources or related field preferred. At least 5 years of human resources management experience required. SHRM certification preferred.

Knowledge/Skills:

Exemplify interpersonal, writing and communication skills. Ability to handle confidential information with great sensitivity. Ability to work with limited supervision and high motivation. Good reasoning abilities and sound judgment; Resourcefulness; Perform effectively in a stressful environment, work well under pressure, and effectively meet multiple and sometimes conflicting deadlines; Strong computer skills; Handle multiple tasks, and work together with other members of a team. Ability to adapt to the needs of the organization and employees.

Essential Job Functions:

  • Plan/Develop a human resources program and establish methods for its installation and operation.
  • Identify/Develop techniques/procedures/management for/of recruitment, placement, orientation and training.
  • Analyzes wage and salary reports and data to determine competitive compensation plan.
  • Interpret program policies and regulations to staff and advises on training programs.
  • Establish uniform employment policies and, in collaboration with management staff, works toward improving working relationships and conditions.

  • Initiate, reviews, and recommend personnel policies/procedures to ensure compliance with current state and federal regulations achieve.
  • Initiate/direct surveys related to turnover, wages, benefits, morale and other HR considerations.
  • Maintenance and development of job descriptions with input from hiring managers.
  • Act as liaison between workforce and management. Investigate disputes/grievances and recommend correction action toward resolution.
  • Supervise workers engaged in carrying out HR functions including, employee relations HR information systems, and recruiting.
  • Plans/Manages Employee Recognition Programs.
  • Implements performance evaluation systems.
  • Consults legal counsel to ensure that policies comply with federal and state law.
  • Develops and maintains a human resources system that meets top management information needs.
  • Responsible for updating the organizational chart.
  • Participates in hiring and termination process.
  • Consults with supervisors on performance /disciplinary issues.
  • Manages FMLA Program.
  • Management of unemployment requests and tribunals.
  • Management of random drug screen process/supplies.
  • Development of curriculum and delivery of HR Lunch and Learns.
  • Maintains updated mandatory postings at work sites.
  • Supervisory Responsibilities:
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Other duties as assigned.

Physical Requirement: Hearing: Adequate to perform job duties in person and over the telephone. Speaking: Must be able to communicate clearly to patients in person and over the telephone. Vision: Visual acuity adequately to perform job duties, including reading information from printed sources and computer screens. Other: Requires occasional lifting and carrying items weighing up to 10 pounds unassisted in normal daily activities and up to 30 lbs. for other required work activities. Additionally, requires frequent bending, reaching, and repetitive hand movements (especially if keyboarding and writing), standing, walking, squatting, and sitting, with some lifting, pushing and pulling exerted regularly throughout a regular work shift.
