Job DescriptionJob Description

The Human Resources Director is responsible for leading and managing the HR function for COTS. They work closely with the Executive Director and the rest of the senior leadership team to ensure the long and short term strategies of the HR Department are in alignment with the goals of the organization and individual departmental goals. The HR Director should have a strong understanding of how an organization’s people strategies impact organizational capability and effectiveness, with the ability to focus on building culture and creating a work environment that is inclusive, safe, and welcoming to all. This is a hands on, working HR Director role, meaning you will be directly responsible for the day-to-day running of the HR department.

The primary responsibilities of the HR Director include but are not limited to:

  • Provide oversight and hands on management/administration of all HR functional areas including but not limited to: talent acquisition, benefit administration, employee relations, strategic planning, leadership coaching, HR compliance, internal communications, culture and engagement, and training and development, with a strong emphasis on improving the employee experience.
  • Support employee engagement and retention through a focus on recognition, appreciation, culture, and engagement. Work closely with managers and directors to identify root causes of turnover and address in a supportive and meaningful way through coaching, mentoring, and individualized performance management.
  • Maintain knowledge of and ensure compliance with FMLA, DOL, ADA, and all federal, state, and local employment regulations.
  • Lead and support the integration of COTS DEIB statement and vision into our organizational culture, ensuring the work continues to progress and COTS follows through on our commitments to being an inclusive, safe space for all.
  • Provide crisis intervention and support to COTS leaders and team members as needed. Handle all employee relations and ensure all members of team COTS are treated with respect and dignity. Consult with legal counsel as needed.
  • Build and maintain relationships with managers and directors to support overall effectiveness of leadership coaching, policy implementation, and meeting expectations of individual roles.
  • Provides recommendations to senior leadership on organizational changes, staffing, and workforce plans, learning and development opportunities, as well as goal alignment.
  • Maintain job descriptions and regularly review compensation ranges to ensure in line with COTS Compensation Philosophy. Partner with the Executive Director and Finance teams to support budgeting and planning processes for the organization.
  • Oversee organizational total rewards including implementing and maintaining all compensation and benefits for the organization. Lead the annual benefits renewal process with broker partners to ensure the needs of team COTS are being met by the total rewards package.
  • Administer the COTS 403(b) retirement plan, working closely with COTS TPA, investment advisor partners, and recordkeeper to ensure compliance and fiduciary responsibilities are met.
  • Serve as HRIS system expert and oversee the Payroll function of the organization, in partnership with the Payroll & Accounting Specialist. Regularly review the HRIS system to identify opportunities for improvement in workflows, data management, systems functions and ensure all processes are accurate and up to date with Payroll laws and regulations.
  • Maintain all employment and HR records in compliance with federal, state, and local regulations.
  • In partnership with other senior leaders, lead and support the COTS training program, including serving as an administrator for the LMS, identifying needed training and development opportunities, sourcing facilitators, and tracking employee attendance.
  • Oversee the organizational worker’s compensation claims filing process.
  • As needed, represent COTS at community, fundraising, and legislative events, providing organizational perspective and insight.

The HR Director is part of the COTS senior leadership team and works closely with all departments of the organization as well as the many community partners COTS relies on to meet the needs of our clients and guests. A critical function of this role is building and maintaining positive, collaborative relationships with COTS team members across all levels of the organization as well as external community partners and stakeholders.

Experience, Skill & Education Requirements:

  • Minimum five years of experience in human resources roles required; progressively increasing responsibility and scope of role must be demonstrated. Minimum of two years of leadership experience required.
  • Undergraduate degree in organizational management, business, psychology, or other related fields required. PHR or SHRM Certification preferred.
  • Demonstrated experience building and implementing HR programs required, including advanced planning and coordination. Excellent knowledge of employment laws and regulations required.
  • Must have demonstrated experience with analytics and HRIS systems and data.
  • Strong written and verbal communication skills required. Demonstrated ability to present to large groups preferred.
  • Demonstrated ability to handle conflict and crisis management required.
  • Prior experience working in a nonprofit setting a plus; experience working with people experiencing homelessness or other marginalized communities a plus.
