Note: This position is 8 hours a day, 40 hours a week and full-time. The "Substitute" in the title refers to duties that include acting in a substitute capacity when staffing needs determine it. Additionally, while the description states "39-42 hours per week", the option to work over the summer months for a total of 52 weeks a year is provided. GENERAL SUMMARY OF WHAT THE POSITION DOES This position acts as, when staffing needs require it, as a Site Education Manager (SEM) who is responsible for the supervision and output of the quality of services as provided by the center staff (Family Services Tech, Assistant Teacher, Program Aide and Janitor as assigned) AND may serve as the lead Teacher in a classroom of Head Start children by planning, implementing, and supervising all classroom activities. Staffing needs will be communicated directly to the Certified SEM Sub via their supervisor, the Director of Education. These needs may require the Certified SEM Sub to act as an SEM or a Teacher, or a combination of the two across one or more centers for either short or extended amounts of time of two or more weeks. When staffing needs do not dictate the need to be placed in a center or classroom, the Certified SEM Sub will instead act as a teaching coach, providing their expertise and knowledge as support to assist in the professional development of center staff members. This support includes training new staff in classroom management, curriculum implantation, and appropriate early childhood teaching practices. This position works with typically developing children and children with disabilities. This position requires a thorough knowledge of Head Start performance standards, local child care licensing regulations, the theories and principles of child growth and development (including health, nutrition, mental health and disabilities); early childhood education and family support. This position is responsible for the general and day-to-day operations of a Head Start center, communicating with parents and the community and management and monitoring of all staff working at the assigned center(s). This position is responsible for ensuring that best practices are integrated into the classroom daily in order to promote school readiness for every child. The position may be reassigned to various centers as deemed necessary for program operations. This position requires proficiency in the upkeep and entry of data into online and software-based systems, pulling monthly reports as required (or more often as needed) and for maintaining current and complete documentation of all assigned centers/classrooms. This is an 8 hour per day (Monday-Friday), 40 hrs per week; 39-42 weeks per program year exempt position. DUTIES AND RESPONSIBILITIES OF THE POSITION Duties of the position are described in major functional areas listed below. Additional duties may be assigned. GENERAL DUTIES FOR SUBSTITUTE SEM WITH TEACHING RESPONSIBILTIES 1. Direct supervision of the children in the classroom setting is required at all times. At no time when children are present should any classroom teaching staff be in the office taking a break, making phone calls, checking emails or any other situation that may arise. Supervision of children is the priority. 2. Responsible for monitoring and compliance with applicable local, state and federal rules, regulations and standards as well as with any state and federal contracts, health, safety and licensing regulations. 3. Plans and directs the work of the staff supervised. Observes and gives feedback to staff or volunteers supervised where applicable and other staff as assigned on at least a weekly basis. 4. Makes appropriate personnel decisions that do not require higher approval and submits others as a recommendation to the supervisor. 5. Participates in in-service, workshops, conferences and college courses to enhance skills as required. 6. Attends all workshops and meetings as deemed necessary by the immediate supervisor. 7. Attends all required staff and parent meetings and activities. 8. Maintains current required credentials: Colorado State Director Qualification letter, Med Admin, CPR, 1st Aid 9. Uses Child Plus.net or another database software effectively and efficiently. 10. Becomes thoroughly familiar with and follows the CEEN Head Start Policies and Procedures, CEEN Program Information Memorandums and any changes that may occur. EXAMPLES OF GENERAL JOB DUTIES: Teaching Responsibilities 1. Responsible for understanding Head Start Performance Standards and local child care licensing regulations. 2. Expected to be knowledgeable of the regulations associated with prevention of occupational disease and injury, including the exercise of universal precautions and the prevention of contamination. 3. Positively promotes Head Start in the community. 4. Models and exercises supervisory authority to support other employees in the execution of work duties in a manner consistent with CEEN Head Start standards for compliance with all applicable laws, rules and regulations, including CEEN Head Start policies and procedures reflecting best practices. Adherence to the procedure for Policy Council approval or disapproval of hiring and termination decisions made by CEEN Head Start as described in the Head Start Performance Standards is required. In addition, supervisors are expected to model exemplary standards of ethical behavior and exercise careful stewardship of program funds, and support those they supervise in adhering to those standards. 5. Maintains strict confidentiality with respect to Head Start children, families and staff in accordance with established policies and procedures. 6. Implements a plan and system of continuous ongoing monitoring and evaluation of activities within the program. EXAMPLES OF SPECIFIC JOB DUTIES: Site Education Manager A. Program Administration and Coordination 1. Monitors center and staff schedules. 2. Arranges and schedules substitutes for the center classrooms in collaboration with the center staff per procedures in order to maintain the highest level of competency and quality in every classroom during staff absences. 3. Firmly establishes and fosters a team approach that includes respect and courtesy for every employee supervised and the coordination of services and the sharing of resources among centers within the overall program. 4. Reports any child or staff incidents immediately to the Executive Director, assuring all forms are complete and notifying the appropriate authorities and/or supervisor. 5. Provides resource information to staff and families on an as-needed basis. 6. Works closely with disabilities services staff in the assessment process and follow up to assure that the special needs of each child with disabilities are met. 7. Support “best practices” in early education programming and implementation at the center to ensure that the theories and principles of child growth and development are being implemented at the highest level of quality. 8. Report Program concerns to the Executive Director immediately; i.e. “same day” (staff or child accident, report to DHS, etc.) 9. Responsible for assuring compliance with quality assurance and program evaluation requirements. B. Recordkeeping and Fiscal 1. Completes own time card daily. SEM are expected to work a full 8 hours per day, M – F, for a total of no less than 40 hours per week. 2. Monitors schedule of all staff supervised to ensure that staff works only their scheduled hours per week. EXAMPLES OF SPECIFIC JOB DUTIES: Teaching Responsibilities A. Program Development 1. Works as a team member with the other education staff, parents and Parent Committee members to follow a curriculum that is meaningful and meets the individual and program needs. 2. If covering long-term, responsible for the weekly preparation of daily lesson plans, which includes objectives to be posted for parents, volunteers and visitors in the classroom. 3. Maintains strict confidentiality with respect to Head Start children, families and staff in accordance with established policies and procedures. 4. Prepares and maintains a safe, healthy learning environment for children that are positive, developmentally appropriate and experientially-based. B. Preschool Program Implementation 1. Implement the program Curriculum and Assessment systems fully; including using authentic child observations and portfolio samples to guide individual developmental goals for every child. Assessment information (child progress on individual goals) will drive future lesson and activity planning as well as new individual goals for each child. 2. When covering, document all child observations, individual goals, assessments, etc. in the online system (for example, TS GOLD) per the expected due dates set by the Director of Education. 3. Plans and provides a developmentally and linguistically appropriate curriculum and experiences in a manner appropriate to the ages, languages and cultures of children served. 4. Plans and implements learning experiences that advance the intellectual and physical development of children including improving the readiness of children for school by developing their literacy and phonemic, print and numeracy awareness, their understanding of the use of language, their understanding and use of increasingly complex and varied vocabulary, their appreciation of books, their understanding of early math and early science, their problem solving abilities and their approaches to learning. 5. Implements education lesson plans and daily activities for children in accordance with each child's need, based on a method of observing and recording children’s interests and current levels of functioning. 6. Supports social and emotional development and provides positive guidance and discipline. 7. Maintains a commitment to professionalism and continues own professional development so that decisions are based on knowledge of early childhood theories and practices. 8. Shares pertinent information with the Family Services Tech to ensure coordinated services that meet the needs of individual children and families. 9. Supervises and partakes of nutritionally prepared meals with the children, to model good nutrition and proper social skills. 10. Provides a stable classroom routine and environment. 11. Ensures a well-run, purposeful program responsive to participant needs. 12. Screens, observes and documents children as required. 13. Supervises all classroom activities, field trips and outdoor activities. 14. Implements all component area curriculums as required by CEEN (examples: “I am Moving, I am Learning”, Food Friends, Cavity Free Kids, etc.) 15. Responsible for the direct supervision of all children in the classroom. 16. Responsible for the direct supervision of all children during transitions such as transitioning to outdoor time. C. Recordkeeping 1. Completes individual child screenings and records screening results in the child’s central files. 2. Counts and identifies children and records the numbers of children present on the Sign-in Sheets every 30 minutes and during transitions. 3. Records and reports children’s incidents, injuries and/or illnesses. EXAMPLES OF SPECIFIC JOB DUTIES: Staff Development Coach A. Coaching Implementation 1. Classroom support is essential; this position will spend the majority of time in the classroom setting. It is mandatory that 6 hours of a typical day will be based out of the center. The remaining 2 hours may be used at the office to prepare the necessary resources for the coaching visits. 2. Provide effective training and support for new teaching staff in classroom management, curriculum implementation, and appropriate early childhood teaching practices. 3. Coach and support classroom teaching staff to effectively utilize Creative Curriculum, facilitate assessment driven planning through TS GOLD, CLASS, Conscious Discipline and any other teaching supports/strategies as required by CEEN. 4. Provide development and individualized support for assigned teaching staff who do not demonstrate the desired skills in their classroom teaching development. 5. Demonstrate a thorough knowledge of basic principles of appropriate early childhood development. 6. Help teaching staff plan and implement learning experiences that advance the intellectual and physical development through the Early Learning Outcomes Framework essential domains of Approaches to Learning, Social and Emotional Development, Language and Literacy, Cognition, and Perceptual, Motor and Physical Development. 7. Maintain a commitment to professionalism and continues own professional development so that decisions are based on knowledge of early childhood theories and practices. 8. Support “best practices” in early education programming and implementation at the center to ensure that the theories and principles of child growth and development are being implemented at the highest level of quality. 9. Responsible for providing information to area component specialists to request additional internal small group training and/or support for any center staff member needing such assistance. 10. Provide guidance in developing materials and providing activities related to the cultural background of the children and families served. 11. Give guidance and ideas regarding classroom/time management, discipline, scheduling, planning, and organizing the day. 12. Assist assigned teaching staff in analyzing and arranging the physical environment of the HS/EHS classroom. 13. Understand the process of change and assists classroom teaching staff in their effective implementation and understanding of the need to change. 14. Use planning time and materials effectively, including technology to complete observation reports on tablets while in the classrooms. 15. Maintain a positive, calm attitude and reasonable voice, and assure the same in all those working in the classroom. Provide factual and instructional feedback and on-site support for teaching practices for the purpose of increasing teacher skills and competence. This may include modeling, co-teaching, observing, providing reading materials or other resources as needed. This written feedback is provided to the SEM at the time of visit. (See B.3 above)
