RESPONSIBILITIES 

Under the guidance of the vice president of government relations this position is responsible for successful management and growth of the ATSSA Political Action Committee, assisting with federal lobbying efforts, grassroots advocacy, and department operations.  

 

POLITICAL ACTION COMMITTEE (50%) 

  • In collaboration with the vice president of government relations, develops and executes the fundraising strategy for the ATSSA PAC; 
  • In collaboration with internal teams, develops and manages the marketing and fundraising campaigns throughout the year to build awareness of and support for the ATSSA PAC;  
  • Plans and executes PAC related events ensuring a positive experience for participants;  
  • Drafts communications and provides updates and metrics on PAC activities;  
  • Prepares and presents information regarding the ATSSA PAC and PAC activities, communicating the benefit of the PAC and how it supports the ATSSA strategic initiatives; 
  • Networks and builds relationships to support the growth of the ATSSA PAC fundraising;  
  • Serves as liaison and provides support to the PAC Oversight Committee; 
  • Executes tasks related to the day-to-day management of the PAC including donor data, budget, disbursements, accounting-related activities, vendor management, process development, record retention, and correspondence.  
  • Ensures PAC compliance with all federal regulations, laws, and guidelines of internal operations and those of external vendors, consultants, and partners.  

 

FEDERAL GOVERNMENT RELATIONS (40%) 

  • Conducts legislative research on issues relevant to the industry, tracks and analyzes relevant bills, becomes policy expert on issues relevant to ATSSA membership; 
  • Attends congressional hearings; 
  • In collaboration with the vice president of government relations, develops effective grassroots campaign that help secure ATSSA’s recommendations regarding related transportation legislation;  
  • Develops and maintains relationships with Hill staff, outside organizations and new partners, communicates and advocates ATSSA priorities to elected officials and staff, serves as back-up to vice president of government relations in lobbying activities; 
  • Organizes and executes a successful annual Fly-In, schedules Hill meetings, prepares materials, and manages event on-site.  

 

DEPARTMENT OPERATIONS (10%) 

  • Drafts content for communications and partners with ATSSA PR and marketing staff to develop content for articles, blog posts, social media, news breaks and other relevant information; drafts other documents and talking points regarding issues as necessary; 
  • Manages vendor relations for PAC and grassroots advocacy, reviews vendor proposals and communicates within team; 
  • In collaboration with the government relations staff and other departments, develops and executes the strategic and operational plans for relevant government relations initiatives; 
  • In collaboration with the government relations staff and the finance department, develops and adheres to annual fiscal budget; presents budget as needed; 
  • Attends relevant ATSSA and industry meetings as directed; 
  • Staffs Washington, DC office and serves as point of contact for those operations as needed; 
  • Other duties as assigned that drive the vision, fulfill the mission, and abide by the values of the association. 


QUALIFICATIONS 

Education & Experience   

A bachelor’s degree in political science, public administration, or related field.  At least five years of relevant PAC management experience, government relations experience, grassroots advocacy, and legislative experience. Experience in a member-based organization and/or in the roadway safety infrastructure industry. 

 

Knowledge, Skills, and Abilities  

Expert knowledge of legislative process; effective writing, editing, organization, and project management skills; detail-oriented; the proven ability to meet deadlines under pressure; at ease networking and communicating with various levels of an organization; ability to execute successful presentations;  ability to collaborate in a team environment and experience working with volunteers; demonstrated ability to problem solve independently; ability to effectively analyze legislation; comfortable working in Microsoft Office applications.
