IFC’s Infrastructure (INR) Department

Industries that can harness natural resources and major infrastructure projects are vital for many of the world's poorest countries. They are a key source of jobs, energy, government revenues, and a wide array of other benefits for local economies. In Africa, in particular, large-scale sustainable investments in these industries can create equally large-scale gains in economic development. IFC’s goal in the infrastructure and natural resources sectors is to help countries realize these benefits while promoting sustainable energy sources.

The objective of the Sustainable Infrastructure Advisory team (SI Advisory), a unit within IFC’s Infrastructure Department, is to support companies' climate and social inclusion efforts that can strengthen their business, environmental, social, and governance performance. There are several key service offerings that the SI Advisory delivers to clients:

  1. Climate: Support companies’ climate strategies by providing decarbonization pathways, risk and resilience roadmaps, and just transition processes and plans.
  2. Gender: Strengthen companies’ capacity to improve gender balance in workforce, leadership, supply chain, communities, and customer base.
  3. Digital Inclusion & Accountability: Enhance companies’ digital capabilities with inclusive digital technology and data transparency efforts that increase accountability.
  4. Local Benefit Sharing: Boost companies’ benefit sharing and enhance their social license to operate, including through local stakeholder engagement, community investment strategy design, and local economic development projects.
  5. Sustainability-Linked Finance: Guide companies on developing climate and social strategies, setting key performance indicators (KPIs) and targets, and advancing sustainability goals.

SCOPE OF THE CONSULTANCY

The objective of the proposed consultancy is to support:

Benefit Sharing – The Consultant will work under the guidance of the Benefit Sharing lead and his/her activities may include, but are not limited to:

  1. Early design of advisory engagements where the support that may be required includes: a) support with development of client proposals based on initial client discussions and existing documentation; b) contribution to the development of client advisory pitches; c) research and development of concise knowledge materials on the topics of interest.
  2. Client technical assistance in areas related to social and/or community investment strategies and stakeholder engagement. Support that may be required includes: a) drafting and reviewing internal project documents; b) drafting, formatting and reviewing training materials for the client and stakeholders; c) support with delivery of training sessions; d) drafting and reviewing client reports.
  3. Support global knowledge sharing activities related to strengthening the existing Local Benefit Sharing service offering, including: a) desktop research on areas of interest; b) analysis and systematization of benefit sharing service offerings; c) drafting and development of concise knowledge materials (i.e. case studies).

Portfolio Support – The consultant will work under the guidance of SIA Manager and regional/portfolio leads and his/her activities may include, but are not limited to:

  1. Analyze and research project, financial, and market information related to the SIA portfolio of advisory projects and business development initiatives.
  2. Complete SIA active portfolio and pipeline dashboard updates and generate quarterly reports.
  3. Conduct IDD and research related to project stakeholders, as requested by SIA Manager and Leads.
  4. Stay current in the understanding of IFC guidelines and procedures for project cycles.

Selection Criteria

The Consultant should have the following qualifications:

  1. Master’s degree in social sciences, business administration, economics public policy or other relevant area;
  2. At least 5 years minimum experience in community development and professional experience in the infrastructure sectors;
  3. Strong analytical (quantitative) and writing skills;
  4. Experience working with/for one or several infrastructure sub-sectors;
  5. Understanding of business and socio-economic conditions in emerging markets;
  6. Demonstrated capacity to multitask and prioritize workload under pressure;
  7. Proficiency and experience in MS Office;
  8. Excellent project management and research skills;
  9. Proficiency in English, with excellent verbal and written communication skills;
  10. Willingness to make international and within country travel.
