Position Summary / Career Interest:

Overall Responsibilities:
The Medical Director is responsible for the oversight, supervision, management, monitoring, and evaluation of all clinical programs and performance improvement activities toward the achievement of required outcomes and clinical results. The Medical Director provides strategic leadership and primary responsibility for physician and provider engagement, the supervision and development of clinical staff, and the timely and accurate fulfillment of the reporting requirements specified under designated grant projects.

Additionally, the Medical Director guides primary care practice facilitation strategies and evidence-based training programs, in keeping with rural resources and recognized best practices. Working in partnership with statewide agencies and organizations, the Medical Director engages in rural health policy discussion and partners with rural health researchers to improve access and quality across Kansas communities.

Care Collaborative:
Initially funded by a $12.5 million dollar grant to The University of Kansas Hospital from the CMS Innovation Center, the Care Collaborative was created to implement the most compelling new ideas to deliver better health, improve care and lower costs with enhanced resources and technology. CMS funding for this project started 9/1/14 and one key project deliverable is creation of new payment mechanisms that provide a sustainable model of care. To accomplish this goal, Kansas Clinical Improvement Collaborative, LLC was launched as a wholly-owned subsidiary of the health system, participating in value-based programs as a rural Accountable Care Organization and clinically integrated provider network.

Responsibilities and Essential Job Functions:

  • Essential Functions:
  • Vision, Strategy, and Planning
  • Ensures congruence of values, mission, strategy, structure, systems, and daily actions.
  • Oversees the development and implementation of clinical strategies, protocols, implementation resources and work plans that focus on overall outcomes and patient-centered program results.
  • Ensures that all work planning is completed effectively and in cooperation with project partner organizations and other stakeholders.
  • Project Management/Implementation/Delivery of Technical Results:
  • Provide clinical leadership of the team and direction of all technical and provider training operations. Take the lead in responding to changes in the rural care delivery environment and making decisions on reallocation of clinical resources, adjusting functional and reporting relationships as appropriate.
  • In collaboration with the key stakeholders, periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and clinical outcome targets.
  • Ensure that the program has adequate clinical staff to carry out high-quality work and that staff are recruited and trained to support accepted best practices and reimbursement requirements.
  • Ensure collaboration with stakeholder representatives.
  • Serve as a technical resource in area(s) of expertise as appropriate.
  • Relationship Management:
  • Cultivate, manage, and strengthen positive, productive relationships with partners, and other cooperating agencies, etc.
  • Ensure consistently effective, timely responses to key stakeholder inquiries and concerns.
  • Ensure strong, productive working relationships with all partners to assure that the project receives the full benefit from their specific areas of expertise.
  • Frequent travel throughout the state of Kansas to develop and maintain relationships with hospital, physicians, healthcare providers and community stakeholders is expected.
  • Financial Management:
  • Together with the Controller, maintain documentation and time logs in compliance with granting agency requirements.
  • Maintain all payer credentialing requirements to support chronic care management and remote patient monitoring programs.
  • Supervision:
  • Supervise Clinical Team with particular focus on their key tasks and project deliverables. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; provide supporting documentation to Community Outreach Administrator in conducting Performance Plan and Reviews; communicating, implementing, and assuring adherence to clinical policies, guidelines, and values; developing staff skills and knowledge; and facilitating supervisee success whenever possible.
  • Ensure strong, positive clinical employee relationships which support professional development and mentoring, and address problems in a timely manner.
  • Manage and supervise the clinical staff in the identification of all member technical assistance needs required to achieve the expected outcomes, development of suitable scopes of work, and execution of technical assistance resources.
  • Monitoring and Evaluation:
  • Working with the Executive Director, oversee development of a project monitoring and evaluation plan and guide the implementation of that plan throughout the project.
  • Must be able to perform the professional, clinical and or technical competencies of the assigned unit or department.

Required Education and Experience:

  • High School Graduate
  • Bachelors Degree Health Administration / Business or related field
  • Master's Degree Administration / Business or related field

Preferred Education and Experience:

  • Medical Doctor

Knowledge Requirements:

  • Required - Five years in community health leadership positions in a hospital or healthcare delivery system. Critical thinking skills.
  • Required - Grant experience and/or prior involvement with major grants.
  • Required - Extensive experience in leading teams, project management, and implementation of new clinical programs.
  • Required - Management experience - preferably direct experience with managing multiple interdisciplinary groups, multiples sources of information and data intense documents. Experience building teams in a supportive role.
  • Required - Superior communication, writing, organization and presentation skills.
  • Required - Ability to interact and work with multi-disciplinary teams including physicians, hospital and system leadership, community stakeholders and statewide agency staff.
  • Required - Experience with Microsoft Excel, Word, Access and Powerpoint.
  • Preferred - Medical degree and board certification
  • Preferred - Advanced communication and relationship building skills.
