Duties Summary
Inspects various phases of a variety of waterworks construction projects to ensure compliance with plans, specifications, and agreements of work; authorizes deviations from plans and specifications during construction; and performs other related duties as required.
Qualification Requirements
MINIMUM QUALIFICATION REQUIREMENTS
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and
- two and one half (2 ½) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations; and
- two and one half (2 ½) years of work experience related to pipeline installation or other related waterworks construction or installation.
License Requirement: At the time of appointment, the candidate selected will need to possess a valid motor vehicle operator's license.
Knowledge of: The methods, practices, materials, and tools used in the construction and installation of pumping stations, treatment plants and appurtenances, reservoirs, water mains, hydrants, storm drains, catch basins, bridges, pipelines, retaining walls and building, street, or highway construction; plans and specifications relating to a variety of construction projects; construction equipment and their proper use; accepted safety practices and procedures.
Ability to: Apply proper construction project inspectional methods and techniques; read and interpret plans and specifications and apply them to specific cases; determine quality of materials and workmanship through inspection and determine compliance with specification; observe good construction practices and recognize deviations therefrom; make mathematical computations; make estimates of work accomplished by contractors; keep records; prepare reports; deal tactfully and effectively with contractors and the general public; give and follow oral and written instructions.

Minimum Qualification Substitutions Allowed:
The following may be substituted for education:
- Four (4) years of full-time general work experience may be substituted for a high school diploma.
- Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months).
- An Associate's, Bachelor's, Master's, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement.
The following may be substituted for experience:
- Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted for up to four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations (15 semester credits = 6 months).
- An Associate's degree from an accredited community college, business, or technical school, may be substituted for two (2) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations.
- A Bachelor's degree from an accredited college or university may be substituted for up to four (4) years of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations.
- A Master's or PhD degree from an accredited college or university may be substituted for up to one (1) year of inspectional or investigative work experience involving the enforcement of laws, ordinances and/or rules and regulations.
- Successful completion of semester credits leading towards a degree or diploma in plumbing, pipefitting, or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of pipeline installation work experience (15 semester credits = 6 months).
- An Associate's degree in plumbing, pipefitting, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of pipeline installation work experience.
- Possession of a valid State of Hawaii journey worker plumber's license may be substituted for one (1) year of pipeline installation work experience.
If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant.
