Job Summary:

We are seeking a full-time experienced Organizational Learning (OL) Specialist to support multiple workstreams within USAID's Bureau for Resilience, Environment, and Food Security (REFS) through the Learning, Evidence, Analysis and Data (R-LEAD) Activity. The R-LEAD Activity offers USAID/REFS an opportunity to build on previous efforts to better organize, share, and apply knowledge and learning to advance bureau goals. This role will capitalize on technology and innovation to accelerate REFS' growth as a learning organization and contribute to its leadership.

The OL Specialist will primarily support the Capacity Development and Training workstream while working collaboratively with the prime contractor, USAID, and other stakeholders to co-design and deliver a range of OL and Facilitation services.

This position requires a high level in organization and communications skills, strong ability to organize and communicate effectively to keep the client, the prime contractor, and TRG informed of progress and challenges.

Duties & Responsibilities:


  • Support the R-LEAD Management Team as requested to plan and implement retreats, team-building programs and strategic planning initiatives.


    • Work with the OL Lead to discuss and implement specific activities with the client and report progress, problems, and other key information.


      • Provide technical assistance related to designing and implementing in-person, virtual, and hybrid learning events, retreats, and workshops.


        • Co-design, plan, and facilitate effective OL events to different audiences end-to-end, production of materials and preparing presenters/client as appropriate.


          • Support coordination and integration of KM, training, and OL efforts as appropriate, including some familiarity with the Collaboration, Learning and Adapting (CLA) framework, Agile, adaptive management, and KM.


            • Work with a high degree of independence within a predetermined scope and level of effort parameters.


              • Work directly with clients, keep notes, and update management.

                  Minimum Qualifications:


                  • Education/Degree: Requires a Bachelor's degree or equivalent experience.


                    • Experience: Minimum of 5 years of experience.


                      • Expertise in Organizational Learning (OL) and Facilitation theory, approaches, tools, and resources, with the ability to innovate and adapt these approaches to enhance intervention impact.


                        • Proficiency in conducting assessments to identify key OL needs and analyzing data to produce reports that inform decision-making and measure intervention impact.


                          • Strong project management skills, including the development and execution of detailed project plans, and effective management of timelines, resources, and multiple workstreams.


                            • Experience in designing and delivering training programs, including eLearning modules, workshops, and seminars.


                              • Provide technical assistance related to designing and implementing in-person, virtual, and hybrid learning events, retreats, and workshops.

                                  • Proven ability to engage with diverse stakeholders, build collaborative relationships, and maintain a network of contacts within the learning and development community.


                                    • Ensure equity and inclusion for participants and stakeholders, incorporating gender considerations as appropriate.


                                      • Strong problem-solving skills to address challenges and provide practical solutions.


                                        • Proven ability to manage communications, planning, logistics, and wrap-up efficiently.


                                          • Ability to work in a highly collaborative manner with other team members to deliver exceptional service to the client.


                                            • Experience working within the USAID client system.


                                              • Willingness to travel internationally if required.

                                                This job is contingent upon award of the R-LEAD contract to TRG's prime partner, Bixal; and on successful execution of a subcontract to TRG including the position and scope described.
