Full-Time Environmental Program Manager – Climate and Clean Energy

Climate change is the challenge of our lifetime, and the Port of Seattle is committed to leading groundbreaking and innovative environmental initiatives to transition the aviation and maritime industry to clean fuels and zero emissions. In this position you will provide technical and policy resources to respond to the increasingly complex and high visibility demands on the Port for addressing climate change and its participation in the clean energy economy. In this role you will work independently to manage projects and bring forward solutions by providing coordination, research, analysis, and written materials for climate change and clean energy policies, actions, strategies. Your responsibilities will include technical/policy analysis, research, strategy development, project management, team coordination, communications, and internal and external partnerships.

  • You will coordinate and manage environmental climate and clean energy studies and projects, including developing strategies and facilitating port-wide approach to new clean energy technology research, siting, development, and deployment.
  • You will analyze climate and clean energy materials, reports, legislation, policies. You will develop recommendations and coordinate policy advocacy for supportive regional, national, and international policies related to clean fuels and decarbonization. You will research current trends, innovations, and programs and work with teams to identify beneficial elements and leverage our role and involvement. You will also interpret information and advise the Senior Director and team by preparing background materials, talking points, research, recommendations and responses.
  • You will communicate, support and advocate Port interests to state, federal, tribal and other private and non-governmental stakeholders. You will serve as a catalyst and connector, coordinate and organize meetings and draft meeting materials for internal and external partnerships, including our port-to-port collaborations. You will prepare communications to external and internal requests for information related to our Port-wide decarbonization work and take the lead to research and write emails, letters, and other correspondence.
  • You will lead and manage projects exploring and potentially developing clean energy and decarbonization technologies that include technical, policy, financing and regulatory aspects. E.g. the viability of new technologies, pricing and financing, infrastructure and access needs, production, storage, movement, use. You will also manage consultant contracts, assist with grant writing and coordination.
  • You will develop port-wide strategies, policies and approaches to support the development of clean fuels and the transition to clean technologies and work closely with both airport and maritime operations to identify common needs and challenges. You will provide high level strategic connections between aviation and maritime climate work and facilitate the sharing of information across operations and ensuring effective and efficient coordination.

Who you are:

  • Experienced – You have at least four (4) years of experience in climate or clean energy analysis and research.
  • Desired – You possess a Bachelor’s degree in environmental or physical sciences, engineering, economics, environmental management, planning or policy.

  • Knowledgeable – You have knowledge and expertise of climate science, energy management/policy, emissions reduction, clean fuel technologies. You understand how current and emerging trends relating to climate change, clean energy, renewable fuels and transportation technologies assist in reducing greenhouse gas emissions. You have advanced knowledge of government policies influencing transition to decarbonizing the transportation system.
  • Strategic Thinker – You are able to research, understand, analyze and integrate a wide range of complex ideas and information related to scientific, policy, and business sectors. You can analyze the impacts from complex regulations and laws (existing or emerging) and strategically incorporate those into the planning process. You can also lead, exercise judgement and apply creative thinking and innovative solutions to develop and implement appropriate actions, strategies and policies.
  • Successful Project Manager – You have the ability to plan, coordinate and manage multiple complex projects on time. You possess strong organizational skills, effective meeting facilitation and negotiation skills.
  • Effective Communicator – You have highly developed verbal and written communication and presentation skills and the ability to respond to the public and other government entities on highly technical, controversial, or politically sensitive issues.
  • Leadership – You possess effective leadership skills and ability to influence people without direct authority. You have strong ability to work within a team structure, sharing ideas, and leveraging the expertise of those around you to advance your work. You are skilled at building interpersonal relationships inside and outside the Port.

What else you’ll need to know:

  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.
  • Work Environment – This work will take place in a hybrid/in-office setting at Management’s discretion.
  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
  • Safety Requirements – You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
  • Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
