Principal Economist for Solid Waste

SPU seeks a Principal Economist for Solid Waste to lead economic analysis, cost benefit analysis, life-cycle analysis, and forecasting that advances Seattle’s Zero Waste vision. The Principal Economist for Solid Waste is responsible for the design and execution of key Solid Waste Line of Business (SWLOB) projects requiring specialized economic and financial technical expertise to model and analyze data that inform solid waste rate-setting, financial and long-range program planning, capital planning, policy design and evaluation, and solid waste service options.

Key Responsibilities:
- Plan, design, conduct, and manage research and analysis of economic and financial data for the Solid Waste Line of Business in the areas of demand forecasting, recycling, composting, and other issues related to solid waste services.
- Develop, manage, and interpret various complex econometric models using statistical software and programming languages to forecast solid waste tonnages by customer sector and waste stream.
- Conduct economic analyses on topics such as economic impacts and feasibility of construction alternatives, economic forecasts, capital improvement projects, operational changes, and the economic impacts of new legislation, regulations, and contracts.
- Lead economic and financial analyses to support the following: benefit-cost or comparative analysis, life-cycle cost analysis, and rate analyses.
- Implement SPU's emphasis on race and social justice using economic analysis as a tool for identifying and analyzing data to understand how our services are delivered and to determine the impact on our ratepayers of programs and projects.
- Prepare and deliver reports and presentations assessing alternatives and providing recommendations on economic and financial research and analysis to SPU management, the public, Mayor's Office, City Council, and other agencies and organizations.
- May supervise and mentor a staff of one to two people. Review and evaluate the work of an economist and/or analyst to ensure consistency in methods and high-quality analytical work.
- May be responsible for procurement and management of contracts for consultant support of economic services for solid waste.
Minimum Qualifications:
Experience: Minimum of five (5) years professional experience in economic and financial research, modeling, and analysis.
Education: A master’s degree in economics, finance, business administration, or other field involving extensive course work in economic and financial theory and analysis. The graduate study may be replaced by four years of directly related professional experience.
Work Environment/Physical Demands: Work is performed in an office environment.

Salary and Benefits: The full salary range for this position is $59.51 - $69.03 per hour. The City of Seattle offers a comprehensive benefits package including vacation, holidays, and sick leave as well as medical, dental, vision, life and long-term disability insurance for employees and their dependents.
