Climate Action Program Manager I

The Climate Action Program Manager I position supervises program staff to convene public health programs, government agencies, and community partners to preserve community health and wellbeing against health risks and hazards associated with extreme weather impacts and changes in climate. The incumbent will emphasize the use of collaboration and community engagement to build partnerships and center community voice to ensure the implementation of climate action strategies to reduce related health harms for Clark County residents.
Program manager duties include operations and data analysis, budgeting, relationship management, systems design, resource allocation, program planning, policy research and evaluation. Incumbents plan, develop and implement programs and strategies to accomplish goals and objectives using data to prioritize climate action work. The Climate Action Program Manager will coordinate climate action resources; develop, interpret, implement, monitor and adjust relevant plans, policies and procedures; manage operations and leverage the use of public health core capabilities to provide technical assistance to partners. Program Manager I incumbents establish precedent for the work of the program under the guidance of the Community Health Director.
Incumbent exercises considerable autonomy in decision making on complex and significant issues which may impact climate action funding and expenditures, hiring and recruitment of staff, distribution of work, and will regularly involve other departments within the County and other government entities, community partners and organizations external to the County. The position is required to navigate complex community issues and diverse political environments with sensitivity, tact and diplomacy as a core function of the Climate Action portfolio within the depth and breadth of the Program Manager I classification.

QualificationsProgram Development, Coordination and Implementation Duties
- Supports public health staff with hazard/threat analysis, community asset mapping, capacity building and community engagement across mitigation, adaptation, preparedness, response, resiliency, communication, education and social cohesion climate action domains.
- Designs and implements Clark County Public Health’s Climate Action program and associated Clark County Climate and Health Action Plan.
- Leads the centralized coordination of department climate-related activities across domains and connects subject matter experts with partners as needed.
- Provides technical assistance and support to programs, divisions and multi-disciplinary workgroups to evaluate climate impacts on existing and future public health services.
- Uses targeted universalism theory to plan, develop, and implement population-level climate and health prevention and intervention priorities, goals, objectives and strategy efforts.
- Provides general oversight and coordination for the design and implementation of Clark County Public Health’s interdepartmental Climate and Health Committee.
- Provides technical support for climate action initiatives within the department.
- Uses data, emerging science, evidence-based practices, and community partnerships to facilitate the development and implementation of climate action plans, policy and strategy efforts designed to promote racial equity, environmental justice, and protect the health of Clark County residents.
- Provides support to staff and partners engaging in data surveillance, monitoring, evaluation with emphasis on climate and extreme weather impacts on populations experiencing increased risk of harm and poor health outcomes.
- Ensures the latest research and best practices across climate action and health domains are shared with public health staff and community partners to inform continuous progress and evolving approaches to domain-based climate action interventions.
- Builds and maintains relationships with community partners and government agencies engaging in climate action work.
General Management Duties
- Prioritizes climate action program development and assigns and monitors priority work within the department;
- Completes annual program budget, tracks and approves all program expenditures, manages program grant applications and awarded grant deliverables.
- Supervises program staff, with emphasis on fostering professional growth and development, providing constructive feedback, evaluating performance; initiating and implementing decisions regarding employee selection and performance improvement plans;
- Manages Workday requests and tasks and ensures resources are available for climate action operations.
- In partnership with Climate and Health Committee members and subject matter experts, coordinates department climate action resources.
- Represents the department at various events such as meetings, hearings, training, and bid openings; and ensures that department goals, views and positions are presented.
- Confers with elected officials, department heads, local and state officials; coordinate activities with community groups; explains and promotes programs to the public and priority populations served.
- Directs, coordinates and reviews the program’s work plan: meets with staff to identify and resolve problems; assign work activities and projects; monitor workflows; review and evaluate work products, methods, processes and procedures.
- Responds to public health emergencies or exercise at any time, except while on scheduled vacation or other approved leave. In addition, leaves may be cancelled under public health emergencies.
