Background: IRC opened an office in Seattle in 1976 and provides a continuum of services including intensive case management, employment and economic empowerment services, immigration assistance, health and wellness programming, and education support to refugee and immigrant families in Washington State. IRC Seattle is committed to providing trauma-informed, equitable, and accessible services and maintaining and evolving a diverse, inclusive, and supportive workplace.
Job Overview: IRC in Seattle has provided services to survivors of human trafficking since 2004 and serves as one of three co-chairs of the Washington Advisory Committee on Trafficking (WashACT), along with the Seattle Police Department (SPD) and the US Attorney’s Office for the Western District of Washington (USAO). WashACT is a multi-disciplinary task force that is committed to taking a collaborative, victim-centered, and trauma-informed approach to responding to human trafficking cases. WashACT is supported by Enhanced Collaborative Model (ECM) grants from the Department of Justice, Office for Victims of Crime (OVC). IRC’s Washington Anti-Trafficking Response Network (WARN) Program offers support to survivors of human trafficking as they build lives free from trauma and exploitation.
The WashACT Coordinatorleads the administration and coordination of WashACT, including convening regular meetings; ensuring meeting minutes are taken and made available; guiding the development and update of task force protocols; guiding the development and implementation of long-term strategic and sustainability planning; formalizing MOUs; conducting outreach to expand task force membership; and collecting, reporting, and sharing performance measurement data to funders and across WashACT stakeholders.
Major Responsibilities:
- Responsible for leading administrative and operational activities of WashACT
- Drive the development, documentation, and implementation of task force protocols and processes
- Conduct new task force member outreach, process membership applications, and onboard new members
- Serve as the coordinating entity between task force members and participating stakeholders to ensure that all deliverables are met
- Solicit task force member views and input to understand needs and feedback
- Implement WashACT 5-Year Strategic Action Plan 2021-2025 in coordination with task force leadership and stakeholders and monitor and document achievement of action items
- Engage and maintain relationships with OVC, OVC Training and Technical Assistance, fellow ECM-funded task force representatives, Freedom Network USA, and other national partners and stakeholders
- Coordinate monthly, quarterly, and semi-annual WashACT general, leadership team, and sub-committee meetings, including but not limited to arranging location, informing participants, proposing meeting agendas, confirming presenters, facilitating meetings, proposing subcommittee priorities, taking meeting minutes, tracking attendance, and acting upon meeting follow-up items
- Coordinate data collection, reporting, and evaluation processes in partnership with IRC, SPD, and Evaluation Consultant in compliance with funder requirements and response to task force objectives
- Develop semi-annual reports required under ECM grant for approval by WashACT co-chairs, in collaboration with IRC and SPD staff
- On behalf of WashACT and WARN, respond to requests for, coordinate, and provide training, presentations, and outreach efforts to community groups, service providers, law enforcement, and other interested groups to raise awareness and increase identification of victims of all forms of human trafficking from a multi-disciplinary perspective
- Analyze developments in human trafficking laws and policies and advise task force leadership and program partners and assist in the creation of training and public education materials for general understanding and public consumption
- Take active role in local coalitions and task forces, as well as any other key local and federal agencies addressing human trafficking in Washington; understand and represent the task force’s experiences with these partners
- Work closely with the IRC, SPD, USAO, and WashACT membership in all aspects of task force administration and operations
- Manage WashACT E-mail, listserv, and website content
- Recruit and supervise volunteers and interns, as needed
- This position will work closely with IRC/WARN Program team, SPD, USAO, other federal and local law enforcement partners, non-governmental organizations including direct service providers, community-based organizations, awareness groups, and legal service providers.

Job Requirements:
- Relevant degree or equivalent combination of education and experience
- Lived experience as a refugee or immigrant or related lived experience preferred.
- 2-3 years working within a multi-disciplinary group including non-governmental service providers, law enforcement, local and federal government agencies, community-based organizations, and other stakeholders
- 2-3 years subject matter experience with human trafficking and response to human trafficking
- Understanding of a human rights based, trauma-informed, person-centered approach to human trafficking response and support services
- In-depth knowledge of human trafficking issues, trends, laws, and regulations and understanding of survivor perspective and needs
- Commitment to anti-racism and ongoing learning
- Experience conducting training and outreach to diverse audiences
- Public speaking experience
- Must be detail oriented with excellent oral and written communication skills
- Must be comfortable in a fast-paced, multicultural environment
- Ability to interact with diverse groups of people
- Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively
- Ability to work independentlyto ensure proactive, quality performance of duties, as well as ability to work as part of a team
- Comfortable working in high-stress environments; must be adaptable, flexible, and patient
- Strong organizational and time management skills
- Professional proficiency in English, both spoken and written, bi/multi-lingual ability is desired
- Proficient with Windows operating system and confidence in computer skills (word processing, email, data entry); willingness to learn new software and systems
Working Environment :

- Access to a reliable transportation to travel regularly throughout the service delivery area

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

US Benefits: The IRC offers a comprehensive and highly competitive set of benefits. All US employees are eligible for sick time, a 403b retirement savings plans: up to 4.5% immediately vested matching contribution, plus an 3-7% additional IRC contribution, and an Employee Assistance Program which is available to our staff and their families to support in times of crisis and mental health struggles.
In addition, full-time employees are eligible for 10 US paid holidays, 20-25 paid time off days, disability & life insurance, medical, dental, and vision insurance (employee contribution starting at $135, $7, and $5 per month respectively) and FSA for healthcare, childcare, and commuter costs. Part-time employees are eligible for a proportionate amount of paid time off. These additional benefits apply to employees who work at least 6 months within a 12 month time period.
