Provide equipment specialist and logistician support services to the US Coast Guard’s Surface Forces Logistics Center (SFLC) Ice Breaker, Buoy and Construction Tender Product Line (IBCTPL). The SFLC IBCTPL provides Hull, Mechanical and Electrical (HM&E) and ELEX engineering, maintenance and logistical support for repair, sustainment and alteration of Coast Guard cutters, boats, and associated equipment. Specializes in marine equipment and machinery. The Equipment Specialist will draft, review and maintain technical data and documentation to support the purchase, maintenance, and repair of shipboard systems and equipment and support inventory management. This position involves speaking to a wide variety of people both internal and external to the Coast Guard and in commercial industries that serve the Coast Guard’s needs.

Required Skills
  1. Expertise in related Integrated Logistics Support areas of maintenance and technical information for Coast Guard cutters.
  2. Awareness of SFLC information systems (e.g. Naval & Electronics Supply Support System (NESSS)) and other tools necessary to develop required technical documentation.
  3. Understanding of Coast Guard organization and Mission Support Model.
  4. Proficiency in using the suite of Microsoft Office tools.
  5. Effective communication skills. Possess the ability to clearly speak, read and write in American English using proper grammar and punctuation.
  6. The ability to work independently.
Desired Skills
  1. Working knowledge of Coast Guard tools: CG-22 form and process, Fleet Logistics System (FLS), Naval & Electronics Supply Support System (NESSS), Electronic Asset Logbook (EAL), CG-LIMS STIP, SFLC Central, MPC Electronic Routing tools, and CG-LIMS STIP, SFLC Central, and other tools necessary to develop required technical documentation.
  2. Background in technology and/or engineering.
Job Duties
  1. Applies knowledge of the principles, practices, and procedures used in the design, procurement maintenance, modification, and repair of assigned classes of equipment. Assists in the development of technical specifications for all equipment installed on Coast Guard vessels.
  2. Provide technical expertise for Coast Guard parts and equipment.
  3. Provide technical recommendations and assistance.
  4. Conduct extensive oral and written communication with a variety of internal and external personnel, to include contractors, vendors, and representatives for other organizations.
  5. Review for verification vendor’s compliance with ANSI and ISO 9000 requirements. Conduct reviews for verification of vendor data, such as capabilities for performance evaluations.
  6. Provides technical support to Product Line engineers in the administration of a contract.
  7. Performs data gathering and market surveys, coordinates meetings with vendors or consulting contractors, and assists in the maintenance of the engineering technical library.
  8. Draft technical documentation to support purchase, repair and overhaul of CG parts and material (e.g. statement of work, government estimates, purchase descriptions, repair descriptions, Justification for Other Than Full and Open Competition, and price justifications) and submits to the Equipment Specialist and/or Inventory Manager (IM).
  9. Accurately document research required for purchase and repair of shipboard systems/equipment.
  10. Accurately collect and provide information to product line personnel – specifically the Contracting Officer/Specialist, IM, Equipment Specialist/ COR, Contracting & Procurement Division, vendors/manufacturers in verbal and written format. Accurately analyze and provide feedback for system/equipment inspection reports.
  11. Review and maintain technical data, to include sources of supply and salient characteristics (e.g., unit of issue, packaging, packing and marking) of parts, equipment, and material.
  12. Research topics such as lead time, quantity on hand, cost to expedite, and whether or not a vendor has a core exchange program pursuant to a small purchase contract or repair order.
  13. Review technical information to verify that vendor suggested replacement meets fit, form and function.
  14. Review inspection reports for repairable contracts (e.g. open and inspect) to ensure, among other things, the work a contractor lists as required is justified.
  15. Utilize SFLC computer applications (e.g. Naval & Electronics Supply Support System, NE-TIMS, and FED LOG) and other tools necessary to develop required technical documentation.
  16. Assists the IM with tracking, investigating, and updating status of Supply Discrepancy Reports, Quality Deficiency Reports, and Mandatory Turn-In items.
Experience and Education Qualifications

Minimum of three (3) of relevant experience.

Work Location

Baltimore, MD on-site at a Federal Government client’s facility.

Security Clearance Requirements

US Citizen. Ability to complete a Tier 1 minimum background investigation required.
