General Statement
The Director of Budget and Grants Management, under limited supervision, performs highly responsible supervisory, administrative, fiscal control, and grants oversight work for County government. Work involves coordinating the preparation, implementation, processes, reporting, and presentation of the County’s annual operating and capital budgets; managing the planning, development, implementation, compliance, monitoring, and reporting for all the County’s discretionary grants through the grant lifecycle from pre-award to post-award; and data gathering and revenue and expense forecasting to support and facilitate the efficient and effective use of resources by the County and its departments. Work also involves developing, synthesizing, and projecting the cash flow ladder based on annual budget, five-year projections, CIP, debt issuances, etc. and performing various analyses, organizational financial reviews, and other special projects. This position provides financial analysis and budgetary and grant development recommendations to the County Management Team in alignment with organizational goals and objectives. The director must possess strong analytical capabilities, exceptional leadership abilities, and a thorough understanding of both financial and grants management principles to optimize resource allocation and support sustainable growth; exercise considerable independent judgment and initiative in planning and managing extensive fiscal control and grants administration systems; and maintain tact and courtesy in frequent contact with employees, elected officials and representatives of outside agencies and organizations.

Budget and Grants Director Information
- Manages and oversees the daily activities of Budget and Grants Management department staff responsible for County budget and grants management, projects, and analysis.
- Prioritizes and reviews the work of assigned staff to assure work quality and the timely accomplishment of assigned duties and responsibilities.
- Selects, trains, supervises, mentors and evaluates the work of assigned staff.
- Develops, revises, and implements department goals, objectives, policies, procedures and work standards.
- Understands and adheres to organizational Customer Service Standards and standard County business processes and rules.
- Cultivates and maintains positive relationships with current and potential grantors.
- Engages in regular communication with grant-making organizations to strengthen partnerships and explore collaboration opportunities.
- Represents the organization at relevant networking events and conferences.
- Oversees the County’s financial planning and budgeting processes ensuring budgetary allocations are aligned with strategic priorities and enterprise resources.
- Leads the development of annual operating and capital budgets and development of associated budget documents.
- Develops both short and long-term financial forecasting models.
- Performs detailed revenue and expenditure analysis to include updates of economic assumptions and forecasts of trends for revenue and expenditures; ensures efficient and accurate financial reporting and management analysis reports.
- Monitors financial performance against budgets and forecasts to provide financial analysis and insights to support decision-making by the County Management Team.
- Analyzes financial and grants data to optimize resource allocation and utilization.
- Provides analysis of the financial impacts of federal, state, and local laws and regulations and assists in drafting policies and/or procedures for compliance.
- Assists with final review of and compilation of financial reporting for department budget and CIP requests and makes recommendations to the County Management Team for review and approval.
- Analyzes budget module data and oversees the preparation of fund balance projections and budget ordinance.
- Assists the County Management Team with the preparation of the budget transmittal letter and manages the compilation of the budget document for distribution to the Board of Commissioners and the County’s website.
- Oversees the preparation of the schedule of year over year budgetary rolls for contracts, purchase orders, projects, and program balances and makes recommendations to the County Management Team for review and approval.
- Manages the preparation of budget amendments for approval by the Board of Commissioners to maintain compliance with annually adopted budget (as revised).
- Directs the preparation of current, estimated, and projected expenditures, revenue, and funding source needs for the Health, Dental, Workers' Compensation, Property & Casualty, Separation Allowance, and OPEB Funds.
- Monitors and reviews estimates for Information Technology and Facilities & Fleet Management Funds and projections for charges and rates to be recommended in the adopted budget.
- Oversees the coordination and submission of the Government Finance Officers' Association (GFOA) Distinguished Budget Presentation Award application.
- Reviews revenue and expenditure related forecasts from the State, NCACC, NCLM, etc. for impacts to County budget.
- Provides grants management services including research, planning, and grant writing in coordination with County departments.
- Develops and implements a comprehensive grant-seeking strategy aligned with the strategic priorities of the County Management Team.
- Identifies potential funding sources, including foundations, government agencies, corporations, and other grant-making entities.
- Researches and tracks grant opportunities using the County’s grants management system while staying informed about relevant grant programs and deadlines.
- Assists the County Management Team and departments in writing compelling grant proposals and applications that effectively communicate the organization's mission, goals, and impact.
- Collaborates with program managers and other team members to gather data and information needed for grant proposals.
- Ensures that grant applications are submitted accurately and on time.
- Oversees the preparation and submission of timely grant reports to funders, highlighting program accomplishments and outcomes.
- Ensures that the organization complies with all grant-related regulations, expenditures, and reporting obligations.
- Organizes and manages internal department collaboration with Finance related to grants.
- Collaborates with the Finance team to develop grant budgets and financial projections for grant applications.
- Assists in financial reporting and grant-related budget management.
- Monitors and evaluates departmental software performance and leads new software implementations as needed with support from the Information Technology Department.
- Monitors and maintains assigned sections of the Budget and Grants Management section of the County website.
- Assists with the preparation of and review reports and presentations as directed by the County Management Team.
- Oversees special projects as assigned by the County Management Team.
- Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s Degree in Finance, Economics, Business or Public Administration, Accounting, or closely related field and eight (8) years of managerial level accounting, budgeting, or grants experience including three (3) years of supervisory experience; or equivalent combination of education and experience.
Special Requirements:
Strong analytical capabilities, exceptional leadership abilities, and a thorough understanding of both financial and grants management principles.
PREFERRED QUALIFICATIONS
Education and Experience:
Master’s Degree in Finance, Economics, Business or Public Administration, Accounting or other closely related field and ten (10) years of managerial level accounting, budgeting or grants experience including five (5) years of supervisory experience, preferably in a governmental setting; or equivalent combination of education and experience.
Licenses or Certifications:
Budget and Evaluation Officer certification, Certified Local Government Finance Officer, or Certified Grants Management Professional.

Must be physically able to operate a variety of automated office equipment including computers, printers, fax machines, copiers, calculators, telephones, typewriters, stamp machines, etc. Must be able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for periods of time.
