Summary

This Deputy Chief Financial Officer position is located in the Bureau for Management, Immediate Office of the Chief Financial Officer (M/CFO/ICFO) at the U.S. Agency for International Development (USAID) headquarters in Washington, DC.

Duties

As Deputy Chief Financial Officer (Washington), the incumbent assists the Chief Financial Officer to provide technical leadership and guidance in maintaining the varieties of duties that requires varying and special set of skills applicable to each set of responsibilities.

The incumbent is responsible for the management of five divisions (Central Accounting & Reporting; Cash Management & Payments; Financial Systems; Washington Financial Services; and Payroll) and is responsible for critical Agency-wide financial operations to include: salary payments; continuous accounting system access; accurate issuance of payments, proper accounting and loan servicing to support the Agency's sovereign loan portfolio, and accurate and timely Agency-level financial reporting to Treasury and the public.

The incumbent requires the skill and ability to implement major changes in a program that, on a yearly basis, controls approximately $30.5 billion dollars in Federal government expenditures. The agency works on a multi-year budget accounting with significant financial pipelines.

Has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations in maintaining the Agency's financial management practices, policies, and systems.

  • Position requires incumbent to file OGE-278, Executive Financial Disclosure.
  • Most recent SF-50 showing tenure code "1" or "2" (see Required Documents).

As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST possess progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the ECQs and TQs listed below. These ECQ and TQ statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. FAILURE TO MEET OR FULLY ADDRESS ANY ONE OF THE MANDATORY ECQS AND TQS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.

ECQ 4 - BUSINESS ACUMEN

This core qualification involves the ability to manage human, financial, and information resources strategically. Core Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS

This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Core Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

Technical Qualifications - Mandatory

You will be evaluated on the following Technical Qualifications:

TQ1 - Demonstrated expertise and superior experience in the apportionment process and managing, formulating, and executing a comprehensive budget based on an organization's strategic plans; implementing, integrating, and/or managing a complex financial management operation, which includes the following: payroll, financial systems, financial reporting, funds control, reconciliations, grants, Intra-government Payment and Collection(s) or equivalent, debt management, and compliance audits.

TQ2 - Demonstrate executive-level experience and superior leadership in the design, execution and delivery of human capital strategies, programs, policies, and procedures that comply with law, regulations, statutes and policy. Provide a strong focus on customer satisfaction that fosters a culture of inclusion and respect, effectively building and managing a cohesive team, building and retaining a high-quality workforce.
