Neighborhood Outreach Access to Health (NOAH) is a non-profit Federally Qualified Health Center (FQHC) that provides comprehensive, integrated, and affordable high-quality healthcare services to underserved populations. We provide comprehensive care to over 40,000 neighbors including medical, dental, behavioral health, psychiatric, nutrition, pharmacy services, preventive health, eligibility assistance, and health education programs. Job Summary:

The Chief Financial Officer (CFO) will lead the financial strategy and financial operations of the health center, including Finance, Budget and Accounting, Grants and Contracts, Purchasing, and Financial Analysis/Strategy. They will provide financial insights, ensuring strong fiscal management that supports the strategic direction and growth of NOAH. The CFO will oversee finance, accounting, and audit functions, and ensure compliance. The CFO will serve as a partner to the CEO and Board of Directors, and a key member of the Executive Team.

Supervisory Responsibilities:

  • Manage, mentor, and develop the finance, accounting, and revenue teams.

  • Ensures staff adhere to and follow all organizational policies, safety standards, and healthcare regulations.

  • Handles discipline and termination of employees in accordance with company policy.

Duties/Responsibilities:

  • Develop and implement financial strategies to support health center goals, ensuring long-term financial health.

  • Lead budgeting, forecasting, and financial planning processes.

  • Identify and mitigate financial risks, ensuring robust internal controls and compliance with legal and regulatory standards.

  • Ensure timely and accurate preparation of financial reports for management, board members, and external stakeholders.

  • Oversee cash flow, banking relationships, and capital investments to optimize financial resources.

  • Collaborate with the Board of Directors, audit committees, and senior leadership on financial performance, strategy, and decision-making.

  • Ensure that all financial, accounting, and administrative policies, functions, systems, and processes are performed consistent with all generally accepted accounting principles (GAAP) as well as within the highest professional, ethical and legal standards.

  • Responsible for all fiscal management of city, state, and federal grants and contracts.

Required Skills/Knowledge/Abilities:

  • Excellent verbal and written communication skills and ability to interact with individuals of various social, cultural, and educational backgrounds.

  • Demonstrate a high level of skill at building business relationships and strategic partnerships with internal as well as external resources.

  • Demonstrate a strong financial acumen.

  • Analyze, synthesize, and communicate complex data, financial data, and related issues in an accurate, objective, and straightforward manner.

  • Demonstrate a high level of problem-solving skill.

  • Demonstrate the ability make critical financial decisions supported by substantial financial analysis and critical data-based decision making.

Education and Experience:

  • Advanced degree in Accounting, Business Management, or Finance

  • Certification as CPA or equivalent preferred.

  • 5+ years of management of Community Health Center finances or public health programs or progressive management experience in financial and financial management roles.

  • Knowledge and experience in health care finance, including third party reimbursement mechanisms and Federal guidelines regarding budget and financing.

  • Experience with new market tax credits preferred.

  • Strong finance, budgeting, and analysis experience.

Other Requirements:

  • New Hires are required to pass pre-employment background check and drug testing (effective 11/1/2022).

  • Current Level 1 Fingerprint Clearance Card or must pass fingerprint clearance within 7 days following hire.
