Human Capital Specialist (Recruiting and Staffing)

We need a Human Capital Specialist (Recruiting and Staffing) for the U.S. Government Publishing Office (GPO). GPO’s mission is to provide publishing and dissemination services for official and authentic government publications to Congress, Federal Agencies, and the public. Your role as a Human Capital Specialist (Recruiting and Staffing) will be to support talent acquisition processes and ensure the recruitment and staffing needs are met efficiently. This is a full-time opportunity with a competitive salary and a comprehensive benefits package.


RESPONSIBILITIES
  1. Consult on recruitment actions, including position details, special considerations, and job analysis.
  2. Manage internal and external recruitments, utilizing methods like Delegated Examining and Merit Promotion.
  3. Prepare vacancy announcements using USA Staffing and USAJobs.
  4. Use USA Staffing and USAJobs to complete required job analysis and extend offers.
  5. Provide advisory services to managers for solving personnel management issues.
  6. Apply knowledge of prohibited personnel practices.
  7. Conduct position analysis to determine organizational needs.
  8. Adjudicate Veteran’s Preference with strong expertise.
  9. Rate and rank applicants under Delegated Examining, using Category Rating Procedures.
  10. Evaluate qualifications and eligibility for positions.
  11. Determine recruitment strategies, using multiple sources to find candidates.
  12. Post job vacancy announcements using USA Staffing.
  13. Issue certificates of eligible candidates using USA Staffing.
  14. Develop Merit Placement Plans, ensuring compliance with federal laws and policies.
  15. Ensure a reasonable number of well-qualified candidates are available for selection.
  16. Conduct internal and external recruitment actions like appointments, promotions, and reassignments.
  17. Guide supervisors in developing ranking criteria.
  18. Oversee recruitment processes, ensuring completion of job analysis and candidate certifications.
  19. Ensure all selection documentation is accurately recorded and collected.
  20. Attend staff meetings and business unit training sessions.
  21. Complete mandatory agency training sessions.

REQUIRED SKILLS/EXPERIENCE
  1. Experience with personnel systems used in GPO including:
  • USA Staffing
  • EOPF
  • NFC
  • EMpowHR
  • GRB
Must have experience with various recruitment strategies including:
  • Preparing vacancy announcements
  • Job Analysis
  • Crediting Plans
  • Evaluating qualifications and issuing certificates
Experience with Microsoft Suite including Word, Excel, Power Point, Sharepoint, Outlook and Teams.
REQUIRED EDUCATION / CERTIFICATIONS
  1. Bachelor’s degree and a minimum of two (2) years relevant full-time experience within the last five (5) years.
  2. Must be Delegated Examining (DEU) certified or have been certified in the last 3 years.
  3. Must provide copy of DEU certification.

LOCATION
  • Washington, DC 20401

CLEARANCE
  • Background investigation required as this position supports the federal government.

CLIENT

TRAVEL
  • Travel will not be required.

WORK HOURS
  • Full time = 40 hours a week, 8 hours a day.

Other Considerations: applicants will be subject to a background investigation. Individual’s primary workstation is in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
