About the Organization: The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by ensuring compliance with state licensing laws. DOL oversees 26 boards of registration, licensing and regulating over 500,000 individuals and businesses in more than 100 trades and professions.

About the Role: The Senior Hearings Officer (Counsel III) serves as the Agency’s subject matter expert on hearings for disciplinary cases for the boards of registration within the Division of Occupational Licensure and the Office of Public Safety and Inspections. Responsibilities include conducting adjudicatory and sanctions hearings, drafting written decisions, managing a case load, and supervising Counsel II Hearings Officers.

Duties and Responsibilities:
  1. Serve as the Presiding Officer for administrative hearings pursuant to G.L. c. 30A and 801 CMR.
  2. Supervise Counsel II Hearings Officers, advising on drafting and evidentiary rules.
  3. Enter scheduling orders, issue notices of hearings, and maintain dockets.
  4. Conduct pre-hearing conferences and prepare written decisions.
  5. Interpret statutes, regulations, and case law applicable to the boards.
  6. Conduct training sessions for board members and DOL staff.
  7. Perform legal research and provide consultative advice on specialized legal issues.
Preferred Knowledge, Skills, and Abilities:
  1. Experience in litigation and/or administrative hearing processes.
  2. Strong interpersonal and organizational skills.
  3. Membership in good standing in the Massachusetts Bar.
  4. Ability to communicate effectively, both verbally and in writing.

Minimum Entrance Requirements: Applicants must have a Juris Doctor (JD) degree, admission to the Massachusetts Bar Association, and at least six years of professional experience in law. Three years in a supervisory capacity may be required.
