This posting will be used to fill a Full Time, Permanent, Position in the Office of the Auditor for Anne Arundel County Government.

This position requires a professional lead or advanced level of analytical and administrative work in the Office of the County Auditor in the Legislative Branch of Anne Arundel County to include duties in the functional areas of budget analysis and legislative research. The analytical and administrative work involves a variety of research duties to include coordinating, reviewing, and analyzing legislative information and laws and regulations and evaluating operating and capital budgets of County agencies.

NATURE AND VARIETY OF WORK

An employee in this classification is responsible for the assembly of data from several sources, determination of the interrelationships, and evaluation of legislative impact. Work involves evaluating operating and capital budgets of County agencies, including use of revenue, spending, and performance data to assess efficiency and effectiveness of County programs; analyzing the fiscal, economic, and legal effects of legislation and regulations; assisting with reviewing bills and amendments; researching and analyzing legislation and statutory law; and analyzing proposed regulations. Guidelines are in the form of established policies and precedents and best practices for conducting legislative analysis and budget review. This position requires a high degree of accuracy and attention to detail for drafting technical documents and extensive problem solving and critical thinking skills.

An employee in this classification communicates with the Administration and other applicable groups in formal and informal settings. This position also requires good judgment and discretion which are essential to the security of confidential information and data.

This position is distinguished from the Legislative Analyst II by having lead level responsibilities. Supervision is exercised over a staff of professional and support employees engaged in the achievement of departmental goals and objectives.

Examples of Duties and Knowledge, Skills and Abilities

  1. Performs analytical and administrative assignments for legislative analysis and budget review.
  2. Evaluates operating and capital budgets of County agencies.
  3. Evaluates use of revenue, spending, and performance data for efficiency and effectiveness of County programs.
  4. Conducts policy research and reviews legislative drafts for accuracy of information and conformity.
  5. Conducts or supervises review of department budgets, systems, policies, procedures, and operations. Prepares or reviews analysis and reports on these reviews.
  6. Analyzes the fiscal, economic, and legal effects of legislation and regulations.
  7. Collects data and identifies information sources and issues.
  8. Assists with special projects and drafting budget amendments.
  9. Researches and analyzes legislation and statutory law.
  10. Analyzes proposed regulations and responds to other requests.
  11. Supervises team of support staff.
  12. Maintains effective working relationships with officials and staff of the Executive, Judicial, and Legislative branches.
  13. Performs related duties, as required.
KNOWLEDGE, ABILITIES, AND SKILLS
  1. Thorough knowledge of laws, regulations, policies, procedures, and practices of local government administration.
  2. Thorough knowledge of research and data gathering techniques, methods and procedures for legislative budget and operating practices.
  3. Extensive knowledge of general principles, methods, and practices of budgeting and public finance and accounting for collecting, analyzing, and evaluating data.
  4. Knowledge of and skill in applying the use of data analytical tools.
  5. Extensive ability to conduct legislative research, analyze and interpret legislative laws, regulations, policies, and procedures.
  6. Ability to plan, organize, review, and supervise the work of subordinates.
  7. Ability to listen and communicate effectively, orally, and in writing.
Minimum Qualifications

Graduation from an accredited four-year college or university with major course work in political science, public or business administration, public policy, or a related subject; six (6) or more years of experience in professional level programming for a subject area relevant to local government administration, including supervisory experience; two (2) or more years of experience working with a legislative body or committee; or a combination of education and experience.

NOTE: This position requires a background investigation.
