Physician - Chief Primary Care

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties:
This is an open continuous announcement. Qualified applicants will be considered and referred until the vacancy is filled. The announcement will be closed when the vacancy has been filled, which may be earlier than the current posted closing date.
The Chief of Primary Care Services reports to the Chief of Staff, through the Deputy Chief of Staff and is responsible for the overall clinical, administrative, and programmatic leadership to Primary Care Services to ensure achievement of the Medical Center's clinical, research, and educational goals.
The Chief of Primary Care is responsible for the strategic planning and development of the service's operation in the achievement of Veterans' and employees' satisfaction. The Chief of Primary Care oversees program development, expansion, and implementation, and initiates plans for allocation of resources that support program functioning and growth. The Chief of Primary Care develops leadership practices and team functioning at all levels and ensures continuity of care throughout the service's continuum.
The Chief of Primary Care establishes clear processes to develop, introduce, and maintain policies in response to clinical needs and in collaboration with the needs of the service. The Chief of Primary Care oversees and responds to issues, concerns, and deficiencies related to clinical outcomes, standards of care, and coordination of primary care functions within the facility. The Chief of Primary Care functions as the technical supervisor overseeing all programs aligned under the service to include but not limited to: Women's Health, Occupational Health, Compensation & Pension, and the Integrated Disability Evaluation System (IDES).
The Chief of Primary Care provides opportunities for clinical leaders to collaborate and problem-solve systems issues in pursuit of meaningful solutions and improved partnership. The Chief of Primary Care supports and develops plans for both program/clinic autonomy and specialization, as well as teamwork at the clinic and program levels. The Chief of Primary Care engages champions for key facility initiatives and identifies coordinators to improve quality of care and adherence to required practices. The Chief of Primary Care may be assigned collateral duties based on the medical center, VISN, and/or VACO needs.
Work Schedule: Monday - Friday; 8:00am - 4:30pm (Subject to change based on agency needs).
Minimum Requirements:
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements:
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
- Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
- Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), (2) OR Those approved by the American Osteopathic Association (AOA), OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.

Physical Requirements: Moderate lifting, 15-44 pounds; straight pulling (4 hours); pushing (4 hours); reaching above shoulder; use of fingers; both hands required; walking (2 hours); standing (7 hours); kneeling (1 hour); repeated bending (4 hours); both legs required; near vision correctable at 13" to 16" to Jaeger 1 to 4; far-vision correctable in one eye to 20/50 and to 20/100 in the other; ability to distinguish basic colors; hearing (aid permitted); mental and emotional stability required.
