King County Metro Transit seeks to hire a Project/Program Manager (PPM) IV to support Learning and Development within our Organization Health and Development team (OHD) in Employee Services. This position will report to the Learning and Development Manager. This position is anticipated to last 6 months with a possibility of extension.

In this role, you will be responsible for managing the work of the Learning and Development team, in particular the Educator Consultants who will be developing and delivering educational opportunities to Metro’s workforce. You will work with the Learning and Development Manager to support the Educator Consultants and to translate the Learning and Development vision to actionable workplans, timelines, and deliverables to meet agency and customer needs. You will support the oversight of a team that is responsible for Metro’s Learning and Development portfolio, collaborating closely with the Learning and Development Manager, team, and Employee Services Division members to nurture a workplace culture grounded in organizational health, equity, and belonging.

As the Lead OHD Learning & Development Program Manager you will:
  • Lead and manage learning-focused projects where Learning & Development is involved.
  • Support the Learning and Development Manager to ensure tasks are completed, timelines met, quality is maintained, and deliverables achieved.
  • Develop pro-equity, innovative, people-centered work plans, charters, and project documents.
  • Organize, facilitate, monitor, and follow up on work plans under the direction of the Learning & Development Manager.
  • Coordinate alignment of Metro educational resources with those delivered by the Department of Human Resources.
  • Provide project management coaching and guidance to team members, leaders, and sponsors.
  • Develop reports, oral presentations, and other communications for the Learning and Development Manager to present to members of Metro Leadership.
  • Build relationships with learning practitioners across Metro to identify learning needs, make recommendations, grow skills, and continuously update the learning strategy.
  • Build trust and engage employees through transparency, inclusion, and respect.
  • Create, manage, and keep projects up to date on Microsoft SharePoint sites and Monday.com.
  • Create project management process flows using Visio or other appropriate software.
  • Lead, mentor, and assign work to other team members.
  • Other duties as assigned.
Minimum Qualifications:
  • Three years of direct project management experience.
  • Experience managing the workload of a team and providing direction and oversight.
  • Experience with the coordination and delivery of learning and development offerings to large audiences.
  • Advanced skills in Microsoft Office software including Outlook, Word, Excel, and PowerPoint SharePoint, Visio, Monday.com, Canva, and Teams.
  • Demonstrated success in program management including planning, strategy, implementation, marketing, and evaluation.
  • Ability to maintain confidentiality of information on sensitive projects.
  • Demonstrated success in building effective relationships with a variety of audiences, including leadership, with principles of engagement and equity and social justice.
  • Ability to work with and provide exceptional customer service to other employees.
  • Skills in coaching around goal setting with the ability to organize people and activities to accomplish strategic work plans and deliverables within established timelines.
  • Comfort and flexibility in navigating a complex political environment while managing multiple competing priorities.
  • Demonstrated experience multitasking and managing projects in a high-stress environment.
  • Exceptional public speaking, communication, and team-building skills.
The most competitive candidates may also have:
  • Project Manager Professional (PMP) Certification.
  • Bachelor's Degree or Master’s degree in Public Administration or Human Services field.
  • Knowledge of Adult Learning principles and L&D approaches to design (ie. ADDIE Model of Design).

Work Schedule

This hybrid role involves a mix of remote work and on-site responsibilities, with an expectation of being in the office for meetings, tasks, and assignments as needed. These positions are exempt from the provisions of the Fair Labor Standards Act and are not eligible for overtime pay. Work schedule is normally Monday through Friday, 40-hour work week. Variations may be required depending on the demands and training needs of the work.

Work Location

The incumbent will have a hybrid work schedule and may work remotely and onsite. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.

Teleworking Requirement

The work associated with this position is currently being performed in a hybrid fashion including teleworking, complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
