I. DESCRIPTION OF SERVICES

Texas Comptroller of Public Accounts requires the services of 1 Software Developer 2 hereafter referred to as Candidate(s) who meets the general qualifications of Software Developer 2 Applications/Software Development and the specifications outlined in this document for the Texas Comptroller of Public Accounts.

The Financial Systems Team at CPA is seeking a highly skilled and motivated Developer to join our Information Technology team. The successful candidate will play a key role in designing developing and maintaining applications contributing to the Statewide Financial Systems team under the guidance of the Fiscal Management division.
The primary responsibility for this role is to develop and implement advanced solutions in alignment with CPA’s standards guidelines and design documentation. The candidate will perform coding testing debugging and provide highquality solutions for largescale enterprise systems.
The successful candidate will collaborate with both technical and nontechnical staff to ensure seamless coordination of changes prepare test data troubleshoot issues and ensure systems meet availability and performance requirements. Strong technical proficiency and problemsolving skills are essential for this role.
CPA will require the Candidate to work on the following initiatives and will perform advanced analysis/programming tasks such as:
  • Participating in all phases of Software Development Life Cycle including design software development and code review.
  • Performing extensive code reviews and analysis.
  • Writing reports on code analysis to determine if industry standards and best practices are being followed; provide analysis to address found short comings.
  • Providing guidance and knowledge sharing to existing development staff.
  • Perform other duties as assigned.

Preferred Experience 5 Required Experience making code changes in accordance with standards guidelines and design documents provided. 5 Required Experience coordinating the testing debugging and preparing of test data and interacting with technical and nontechnical staff in the coordination of changes 5 Required Professional experience in software development building production software systems 5 Required Experience with IBM Enterprise COBOL for z/OS 5 Required Experience with IBM DB2 for z/OS 5 Required Experience with MVS/JCL 5 Required Experience with data integration and data quality 5 Required Experience with Software AG's NATURAL 5 Required Experience with highly complex application security requirements 2 Required Experience with any of the Texas CPA Statewide Financial Systems: USAS USPS SPRS TINS HRIS and SPA 2 Required Experience with Agile development experience with Scrum Kanban Jira and Confluence 2 Required Proficient with the Microsoft Office products including Outlook TEAMS Microsoft Project Word Visio Excel PowerPoint 5 Preferred Experience with CICS Web Services 5 Preferred Experience with CONTROLM for z/OS 5 Preferred Public sector experience (Federal State or Local Government) 5 Preferred Experience designing and implementing secure RESTful web services 5 Preferred Experience with: code reviews and indepth code analysis and completing system documentation 2 Preferred Experience in developing and implementing containerized web applications in cloud with high proficiency in one or more languages from our stack (REACT JS Node JS PhthonJavaScript JQuery HTML CSS etc.) 2 Preferred Handson experience in Core AWS Services like CloudFront EC2 CloudFormation Lamda S3 Route53 AWS CDKSNS & SQS 2 Preferred Experience building apps using Phyton React JS NodeJS webservices writing RESTFul interfaces 2 Preferred Experience designing and implementing secure RESTful web services 1 Preferred Experience designing and building Microservices 1 Preferred Experience with Agile teams that have iteratively and incrementally delivered software while practicing code review 1 Preferred Experience with Java programming language 1 Preferred Experience with coaching mentoring and knowledge transfer to junior level software developers and other personnel as required 1 Preferred Experience with BMC Code Pipeline (formerly Compuware ISPW) 1 Preferred Knowledge of Topaz 1 Preferred Knowledge of IDz Eclipse for Mainframe
