THE POSITION


Washington County Department of Health and Human Services (HHS) is seeking a highly motivated and organized Operations Analyst to oversee the operational functions of the Behavioral Health Division with a primary focus on budget oversight and management, including providing a general supervision to administrative and management analyst staff supporting a broad set of programs and teams within the division.

About the Opportunity:
Primary responsibilities may include, but are not limited to:
  • Provides complex management analysis, financial analysis and support to the Behavioral Health Division including development, and implementation of a program or function; Provides management direction; Reviews expenditures, staff, purchases and operations.
  • Assists with the preparation and administration of department budgets; analyzes and make recommendations on budget requests; and prepares supportive documentation. Monitors and controls program budget expenditures and investigates variances; instructs and assists staff in maintaining accounts; and audits accounts to ensure compliance.
  • Participates in the planning, preparation, implementation and administration of department budgets; with direction, develops financial plan projections and documents; prepares revenue and expenditure analyses, staffing analyses and budget status and monitoring reports; develops and presents recommendations; and drafts budget request reports and documents.
  • Explains budget guidelines for/to department or division managers and supervisors; and reviews and evaluates requests to ensure compliance with established guidelines.
  • Develops and implements departmental information systems in coordination with County ITS resources.
  • Supervises staff that coordinate and assists in drafting proposed contracts, including defining scope of work; and tracks contract expenditures and approves contract invoices for payment within guidelines and authority limits. Researches and resolves contract problems and disputes; receives and reviews County contracts for proper documentation to ensure compliance with all County legal requirements and standards; and transmits contracts for required County approvals and execution. May consult with the County Council on difficult contractual issues.
  • Reviews office and accounting procedures; recommends changes in procedures and assists in the implementation. Develops accounting systems for tracking expenditures and conducts studies of department operations to develop uniform procedures.
  • Plans, organizes and conducts financial, administrative, management, and program analysis, studies, or reports related to assigned issues and/or program activities. Identifies problems, determines analytical techniques and statistical and information-gathering processes and obtains necessary information and data for analysis.
  • Performs financial analyses and statistical computations for various rate studies, financial models, and cost allocation plans. Prepares periodic and ad-hoc financial reports and provides in-depth analysis of financial conditions and future trends.
  • Assists in reconciling year-end fund balance reports and forecasting multi-year revenues and expenditures at project and program level.
  • Researches and answers financial and budget inquiries submitted by staff, management, citizens, other municipalities and the Board.
  • Oversees general building operations, including oversight of building utilities, and primary liaison duties with County Facilities Team to ensure office needs and maintenance are in order.
  • Supervises administrative staff that supports Behavioral Health Division Operations.
This position may be eligible for a hybrid work schedule.

ESSENTIAL JOB DUTIES

MINIMUM QUALIFICATIONS

Education and Experience:
Candidates must meet one of the following minimum qualifications to be considered:

  • Possession of a Bachelor‘s Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND four (4) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, or similar analysis, which includes at least one (1) year of supervisory experience spanning responsibilities in the defined principle duties of this position classification; OR
  • Possession of an Associate‘s Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND six (6) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, or similar analyses, which includes at least one (1) year of supervisory experience spanning responsibilities in the defined principle duties of this position classification; OR
  • Eight (8) years of progressively responsible professional experience in administrative, management, intergovernmental, operations, or similar analyses of which at least four (4) years of this experience is in the public sector for a medium or large governmental unit and includes at least one (1) year of supervisory experience spanning responsibilities in the defined principle duties of this position classification.
