Under the general direction of the Accounting Administrator II, Accounting Section, the Accounting Administrator I (AA I) (Supervisor) is responsible for managing, planning, directing, and controlling the activities of professional and technical staff in the Securities Analysis Unit (SAU). This unit is responsible for accounting duties related to the maintenance and administration of securities escheated to the State Controller’s Office (SCO), Unclaimed Property Division (UPD). These duties include securities portfolio reconciliation and management, assisting with security claim payments, and resolving system conversion issues and alerts. Essential functions include, but are not limited to, the following:

Duties and Responsibilities:

Plan, organize, and direct professional staff in validating, analyzing and reconciling securities in the Unclaimed Property System (UPS2000) against statements received from mutual fund companies, the SCO’s contracted broker, and other brokers. Oversee staff analyzing corporate actions and posting to the system, and reconciling shares escheated to the SCO against the detail reports submitted by holders when shares are not transferred to the SCO’s contracted broker. Oversee staff in processing security claims. Oversee assignments involving letter of transmittal and properties escheated in the name of SCO and resolving conversions issues for out of proof reports alerts. Establish and communicate roles, responsibilities, standards, procedures, policies, guidelines for conduct and performance of tasks, and ensure staff compliance. Communicate with holders, transfer agents, and security brokers to resolve securities related questions and complex problems received from staff. Manage workload by establishing operational goals and ensuring systems are in place to provide accurate statistical data to track workload progress against these goals. Coordinate and prepare weekly progress reports for management. Identify performance trends using metrics and variances to develop forecasting reports to proactively redirect resources and determine appropriate actions needed to eliminate backlogs and keep workloads current. At management’s direction, coordinate with other section units for coverage of critical business needs and cross trainings for business continuity. Ensure program operations are effective and efficient by overseeing the development and implementation of process improvements that result in streamlining and improving current processes. Ensure unit has updated procedures for all unit functions. Ensure unit staff is cross-trained to ensure business continuity. Enforce effective personnel management practices in all aspects of managing and supervising staff including timely preparation of probationary reports and employee evaluations, timely and appropriate hiring practices, and developing effective training programs for unit staff. Act as a member of the UPD management team in developing solutions to UPD issues, accounting systems policies, procedures, and strategic planning.

Desirable Qualifications:

Able to work within a management team environment.  Familiar with generally accepted accounting principles. Knowledgeable of security instruments such as stocks, mutual funds, bonds, dividends, corporate actions, and financial markets. Familiarity with the department’s Unclaimed Property Program. Knowledge and experience in directing the operations of an accounting office. Knowledge of the organization and functions of the State Controller’s Office and California State Government.  Ability to identify and implement process improvements and customer service enhancements that result in streamlining work processes and efficient use of staff resources and system capabilities. Ability to make decisions involving varied levels of complexity and risk. Organized in managing work and meeting deadlines, with ability to manage multiple priorities requiring quick turnaround times. Highly motivated with excellent organizational and time management skills. Strong leadership skills with the ability to motivate and empower staff. Strong interpersonal and communication skills. Excellent organizational, research, and analytical skills with attention to detail. Experience in Microsoft Word, Excel, Access, and PowerPoint.
