Position Description: Project Manager II

Classification/Title: Project Manager II - Operations

Accountability: Director of Operations and Engineering

Status: Full-Time

Major Function: Performs upper-level project management duties for the Expressway Authority’s Director of Operations and Engineering and Director of Planning and Innovation with responsibility for reviewing, planning, budgeting, organizing, coordinating, and directing consultants, contractors, personnel, material, and physical resources to achieve the Operations and Planning Division’s objectives. Manages multiple projects rather than fixed teams of personnel.

Job Duties:

The incumbent in the position may perform some or all of the following activities.

• Performs advanced engineering work on multiple projects of varying complexity. Visits construction/maintenance projects regularly and attends design progress meetings to review progress of contract work and manage subordinate staff including GEC, and CCEI consultants. Ensures that staff (including consultants) properly administer all contract work for compliance with contract documents and in accordance with THEA policies and procedures. Reviews and makes recommendations on construction, maintenance, and design related claims. Provides guidance to consultants and contractors on contract changes, plan errors, field changes, extra work, contract interpretations and procedure interpretations. 
• Researches and presents innovative concepts to improve productivity and performance of the agency and its facilities
• Responsible for development of Procurement Scopes of Services in conjunction with other THEA Departments. Serves as Evaluation Committee Member for Consultant and Contractor selections and coordinates with other THEA Departments in all phases of procurement. Chairs preconstruction, predesign, and construction conferences with architects, engineers, contractors, user agency representatives, and others. 
• Plans, develops, and oversees projects from concept through design, construction, and maintenance. 
• Assists the Director in determining facility and program needs for inclusion in the Work Program and manages the Work Program through design, construction, and maintenance phases.
• Inspects facilities, including buildings, roadways, bridges, and all other assets and implements/procures plans, material and contractors to address needs. 
• Responsible for public awareness and resolution of customer complaints through coordination with Communications, and /or consultants/contractors related assigned projects, or facilities.
• Coordinates with other departments within THEA and consultants to ensure efficient flow of data and services; interprets, explains, and ensures compliance with project requirements, regulations, and procedures.
• Prepares and/or monitors project/program Operations budget, monitors status of allocated funds, approves invoices, and controls expenses.
• Assesses project staffing needs and acts to ensure appropriate staffing to complete project objectives.
• Coordinates consultant/vendor functions; assigns, monitors, and reviews work; and initiates corrective action, as needed.
• Monitors project schedules for Operations’ deliverables and coordinates resources to ensure timely completion of projects and programs.
• Attends and gives presentations to groups within project’s scope.
• Oversees the development of plans and specifications to be used on Operations projects from Consultants, Contractors, and in-house staff. 
• Act as agency spokesperson when assigned. 
• Performs other related duties as required.

Minimum Requirements:
• Graduation from an accredited four-year degree granting college or university; and five years of program/project management experience.
Or
• A Master’s degree from an accredited college or university; and three years of program/project management experience.
Or
• Licensed as a Professional Engineer, and two years of program/project management experience directly related to the position duties.
Or
• An Associate’s degree from an accredited college or university; and seven years of program/project management experience directly related to the position duties.
Or
• Graduation from high school or possession of a GED certificate; and eight years of program/project management experience directly related to the position duties.

Knowledge, Skills and Abilities
• Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area.
• Knowledge of engineering, design, construction, production and/or operations.
• Ability to analyze and interpret engineering data. 
• Ability to plan, design, evaluate and investigate engineering works and systems.
• Ability to develop various reports.
• Ability to apply engineering quantitative techniques.
• Ability to direct, monitor and inspect engineering projects. 
• Ability to solve problems relating to engineering. 
• Ability to supervise people.
• Ability to determine work priorities, coordinate/manage resources, assign work, and ensure successful completion of work assignments. 
• Ability to communicate engineering information effectively. 
• Ability to analyze the risks and future impact of decisions
• Ability to establish and maintain effective working relations with others within and outside own organization
• Ability to collect, organize and analyze data and develop logical conclusions
• Skill in using engineering tools, equipment and/or instruments. 
• Skill in developing tracking systems to monitor work progress
• Skill presenting information and ideas in a clear, logical, and organized manner


Salary Level:
$72,000 to $122,000
Salary is commensurate to experience.
