Under the supervision of the Data and Reporting (D&R) Manager, the Systems Analyst V performs highly advanced (senior level) systems analysis work related to aging services for the Office of Area Agencies on Aging (OAAA). Effectively manages initiatives for OAAA to ensure the Information Management System (IMS) identified business needs are met and solution directly supports programs and outcomes Determines priority of business needs and provides solutions for the collection, maintenance and reporting of data. Ensures state and federal data collection requirements and mandated are satisfied. The Systems Analyst will provide stakeholders with technical solutions to support reporting and analytic initiatives. Provides analyses and consultation to agency leadership on technology or emerging applications. Participates in the selection of data management tools or applications and the development of standards, usage guidelines and procedures for those tools, as well as recommendations for appropriate changes to internal policies and procedures. The Systems Analyst will produce concise, comprehensive technical reports presenting findings, identify alternatives, recommendations for process improvement, and to outline solutions to monitor and implement data quality. Analyst will participate in workgroups to manage cross-functional projects and coordinate planning and scheduling during project transition, development, and implementation stages. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Coordinates with users to identify system requirements for IMS (currently a SaaS solution). Develops functional design specifications to meet requirements and solve complex operational problems. Coordinates, tests, and diagnoses systems to ensure critical requirements are met. Provides oversight of system to ensure it serves and/or improves business processes, state and federal reporting requirements, program needs and/or tools for programs. 25%

Infrastructure Support: Oversees, plans, directs, and monitors key technical functions relating to the day-to-day activities of the D&R team. Oversees the development and implementation of databases, data collection systems and other strategies to optimize statistical efficiency and quality. Ensures data integrity by identifying, establishing, and updating data quality metrics and recommends and implements improvements to data quality associated with processes. Ensures data integrity by identifying gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data. Provides suggestions for systematic changes that will improve the collection of data and align data infrastructure with business needs Compiles, queries, and loads data using SQL or SAS and other query languages into databases from a variety of source formats to support complex analyses. Maintains security protocols for sensitive or confidential data as it relates to accessing, handling, protecting, and distributing. 20%

Project Initiatives: Oversees, coordinates, advises, and otherwise participates as a program area project lead (technical SME) for program initiatives, solution procurement, system enhancements or fixes, data requests or other requests. Such efforts may involve planning, requirements gathering, design, development and/or configuration, user acceptance testing, implementation, and program area software use or training. Coordinates, advises, and participates in resolutions of application and business process, application and report issues including collaboration with agencies, program areas, HHS IT or other HHS departments, and vendor. 20%

Coordination: Utilizes strong communication skills to explain data processes and data management to negotiate information and resources needed to ensure successful program initiatives. Determines the scope, purpose, timeline and expected outcomes of assignments. Acts as a liaison to HHSC Information Technology, Security Office, and other IT areas to ensure resources are aligned with department priorities. Coordinates with Program subject matter experts to ensure accuracy of reporting tools, workflows, reporting procedures and to improve data quality. Provides guidance and direction to other areas needing technical expertise. Mentors team members. Represents OAAA at meetings with vendor staff for SaaS solution, workgroups, conferences, or other events. 20%.

Technical Expert: Provides technical and business process expertise to OAAA leadership to accomplish management objectives and meet business needs. Constant eye towards improvement of technology, recommending end-to-end solutions, suggested testing and quality review, advisement of use of technology and best practices, and strategies for engagement with various IT resources to best meet program needs. Must keep up to date on latest technology solutions to meaningfully interact with other internal/external technical experts and have ability to advise the OAAA section and Leadership as needed. 10%

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations. Such participation may require an alternate shift pattern assignment and/or location. 5% Knowledge Skills Abilities:
