Duties

As the Geographic Information System Specialist in this position, you will:

GIS Specialist GS-301-07 Responsibilities
As a GS-7 GIS Specialist, incumbent will be responsible for the following;

Collecting geospatial data on BLM administered lands using mobile devices and GNSS receivers Managing geospatial data for planning, science, and management within BLM systems and following all appropriate data standards, using ArcGIS, Arc GIS Online, and other common software Training colleagues, interns, partners, and others in GPS data collection and GIS data management Producing maps using GIS and graphic design software for project reports, planning projects, and public outreach Maintaining inventories and updates of hardware and software necessary for collecting and managing geospatial data, and making recommendations for purchases Participating in other interdisciplinary projects as needed
At the GS-07 level, you will perform technical work under close supervision to provide work guidance. Your assignments will be designed to prepare you for the promotion to the GS-09 level.

GIS Specialist GS-301-09 Responsibilities
In addition to the GS-7 responsibilities, the GIS GS-09 will; GIS user support including initial user setup Maintain GIS group memberships Provide mobile GIS support and inventory Provide ArcGIS Online data and project management for district level projects Define data need parameters for specific geospatial projects and/or assignments Conduct GIS training Manage geospatial databases, including conversion of digital data in various formats Develop and maintain effective working relationships with other internal and external organizations on geospatial matters At the GS-09 grade level, you will perform technical work under close supervision to provide work guidance. Your assignments will be designed to prepare you for promotion to the GS-11 grade level.

GIS Specialist GS-301-11 Responsibilities
In addition to the GS-9 responsibilities, the GIS GS-11 Specialist will; Assist in the integration of Enterprise GIS with the long and short term planning and management activities. Provide coordination and technical direction of GIS data preparation, entry and analysis Manage GIS operations project schedules Coordinate corporate data base Research and train users on new technology to improve workflow Assist Interdisciplinary Teams as needed

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:

Specialized Experience GS-07: Applicants must at least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) assisting others in resolving Geographic Information System (GIS) issues to complete projects and assignments; 2) utilizing database design principles to identify interrelationships within GIS data; 3) assisting with generating computer models of resource distribution and behavior on frequently measured environmental factors; 4) communicating orally and in writing with a variety of individuals to increase understanding of GIS programs, policies, and objectives.

OR,

Education GS-07:
Successful completion of at least one full year (18 semester hours or equivalent) of graduate education from an accredited college or university in a related field which provided the knowledge, skills, and abilities necessary to do the work of the position.

OR,

Combination GS-07:
An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement. (NOTE: ) This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

OR,

SAA GS-07:
Successfully completed a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meets one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society.

Specialized Experience GS-09: Applicants must at least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) digitizing geographic information by translating raw land-based data into code; 2) compiling geographic data from a variety of sources; 3) scheduling geospatial hardware and software processing needs and implementing required upgrades; 4) providing input into contract specifications and scopes of work.

Education GS-09 :
Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or a completed master's degree or equivalent graduate degree from an accredited college or university in a field directly related to the work of the position which provided the knowledge, skills, and abilities necessary to do the work of this position.

OR,

Combination GS-09:
An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement. Please note only graduate education in excess of one year (18 semester hours) may be used to qualify under this option. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Specialized Experience GS-11: Applicants must at least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) designing/managing geospatial databases including project quality control and/or research; (2) collaborating with others in developing and/or implementing geospatial applications or data; (3) presenting the organization's technical and/or policy information in conferences/meetings; (4) assisting with planning and/or management activities.
OR, Education GS-11 : Successful completion of at least three years of progressively higher-level graduate education from an accredited college or university leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a closely related field which provided the knowledge, skills, and abilities necessary to do the work of the position.
OR, Combination GS-11: An equivalent combination of specialized experience and graduate level education as described above, when combined, equal 100% of the total requirement. Please note only graduate education in excess of two years (36 semester hours) may be used to qualify under this option. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

TIME-IN-GRADE REQUIREMENTS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
