Manager III
Performs complex managerial work administering the daily operations and activities for the Interest List Management Section within the Program Enrollment & Support Department of Medicaid and CHIP Services. Work involves planning, developing, implementing and managing Medicaid waiver interest list activities for various HHSC programs. Responsible for establishing goals and objectives for the unit. Develops and approves schedules, priorities, and standards for achieving goals, and manages evaluation activities. Position hires and trains the interest list management staff. Responsible for developing and implementing guidelines, procedures and policies for handling Medicaid waiver interest list activities. Oversees and directs the planning and response of Medicaid waiver interest list activities, accounting of work products and reports. Provides senior-level consultative services and technical assistance to program staff, government agencies, community organizations and the general public. Maintains and facilitates written and verbal communication with all levels of staff within the agency and with external entities. Performs coordination and liaison functions for a wide range of issues and activities. Researches, prepares and presents a broad variety of reports, correspondence, presentations, and other documents related to Medicaid waiver interest lists or other projects as assigned. The manager will represent the section and the agency at meetings, hearings, trials, conferences, committees, and panels. Performs related work as assigned. Works under limited direction with moderate latitude for the use of initiative and independent judgment. Essential Job Functions:
(30%) Performs complex managerial work and highly advanced consultative services and technical assistance for the Interest List Management Section. Develops, coordinates and tracks projects and assignments within the agency and with outside entities. Represents HHSC on work groups and at meetings with HHSC and other agency staff. Manages staff assigned to interest list management, and as such, monitors team workload and activities, allocates resources, troubleshoots and resolves technical problems, and provides technical assistance to staff. (25%) Analyzes, defines and documents current policy, business processes and procedures related to management of the interest lists. Works with legal and other agency staff to revise program rules related to interest lists. Identifies, analyzes, develops and implements process improvement. Facilitates resolution of agency roles and responsibilities related to interest list management. (25%) Provides technical analysis and support for automated systems related to interest list management. Oversees maintenance of record keeping system for confidential client records, and prepares reports as required. Composes correspondence, memoranda, forms, reports, presentations, or other documents using Word, Excel, PowerPoint and Visio. (10%) Assists Director of unit with special projects and assignments, and legislative and consumer inquiries. Manages and develops staff through development and performance standards, review of performance data, consultation, training, and performance appraisal.
(10%) Responsible for hiring and selection, assigned work, completing performance evaluation, recommending personnel disciplinary actions, and scheduling and approving leave. Knowledge Skills Abilities:
Knowledge of Medicaid managed care programs policy and processes with a focus on Medicaid waiver interest list management.
Experience in direct support of a Medicaid waiver programs including experience communicating with managed care organizations and member families.
Position will coordinate Medicaid waiver interest list activities with Program Support Unit staff.
Knowledge of local, state and federal laws related to program areas; of public administration; and of program management techniques; of analytical and systems analysis processes.
Ability to manage projects and workgroups to facilitate the implementation of required Medicaid waiver interest lists changes.
Skill in the use of personal computers and applicable computer software.
Skill in identifying measures or indicators of performance.
Ability to develop, implement and evaluate business policies, systems and procedures.
Ability to communicate effectively verbally and in writing.
Ability to gather, correlate and analyze facts and to work with staff to devise effective and efficient solutions to problems, prepare reports, to develop, evaluate, and interpret policies and procedures, to communicate effectively, and to train, lead, assign, and prioritize staff workloads.
