Job Description:
The Data Analyst V (Data Analyst Manager) reports to the Director of Operations with the Managed Care Utilization Review (MCUR) department. The Data Analyst Manager will be responsible for overseeing the day-to-day operations of the data analysts’ team, ensuring the accuracy, integrity, and efficiency of data-related processes. Performs highly complex (senior-level) data analysis and data research work. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Guides the selection of data management tools and the development of standards, usage guidelines, and procedures for those tools. Defines, develops, and implements data and reporting standards. Develops data quality measures, analyze data quality results, and implement necessary changes to ensure data quality improvement. Develops software applications or programming to use for statistical modeling, data analysis, and graphic analysis.

We offer flexibility in work arrangements, including the option for a hybrid schedule for those located in Austin, Texas, or % remote work for candidates residing outside of the Austin metropolitan area. Essential Job Functions:
Infrastructure Support: The Data Analyst Manager supervises, plans, directs, and monitors key functions relating to the day-to-day activities of a data analysts’ team, overseeing the development and implementation of databases, data collection systems, data analytics, and other strategies to optimize statistical efficiency and quality. Compile, query, and load data into databases from various source formats using SQL and other query languages, maintaining security protocols for data access, handling, and protection. Oversees the development and maintenance of tools tailored to capture essential data, enabling efficient oversight of Managed Care Organizations. (35%)

Data Analysis and Reporting: The Data Analyst Manager leads the analysis of data sets, including monitoring and ensuring data quality, loading data into databases from various source formats, and automating data feeds for performance dashboards and reports. Develops scripts or code to extract, compile, and present data or models using SQL and other computer programming languages. Oversees the development and implementation of effective techniques and review methodologies for evaluating and monitoring the Medicaid Managed Care program, preparing comprehensive standard and ad hoc technical reports for internal and external stakeholders. Extract data from SharePoint and other sources for multiple report products, develop report mock-ups and drafts for discussion and approval, and ensure the accuracy of data included in reports. Data Quality/integrity: The Data Analyst Manager establishes and updates data quality metrics, recommending and implementing improvements to data quality associated with processes. Ensures data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data, coordinating with managed care organizations, state, and federal personnel to improve data quality. (15%)

Coordination with Data Analysts and Other Areas of HHSC: The Data Analyst Manager develops and maintains strong working relationships with all areas of the department, utilizing strong written and verbal communication skills to explain MCUR business processes and negotiate for information and resources necessary for successful MCUR initiatives. Acts as a liaison with internal and external stakeholders such as HHSC Information Technology, DAP, and other MCUR workgroups to ensure resources are aligned with MCUR department priorities. Coordinates with MCUR subject matter experts to ensure accuracy of reporting tools, workflows, and reporting procedures, and provides direction to other individuals providing data support for UR. (15%)

Identifies and implements improvements: Provides suggestions regarding systematic changes that will improve the collection of data and align data infrastructure with UR business needs. Develops and implements approved work plans to improve data infrastructure. Provides routine written and verbal updates on the status of all projects and initiatives. (10%)

Performs other duties as assigned. (5%) Knowledge Skills Abilities:
Knowledge of state and federal laws and regulations pertaining to Medicaid. Knowledge of Medicaid managed care.
Knowledge of local, state, and federal laws related to the program area and to protection of health information; of statistical analysis processes; and of program data management and program implementation and evaluation.
Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of data models, database design development, data mining, and segmentation techniques; and of record keeping, including security procedures for handling, protecting and distribution confidential data.
Skill in using formulas and manipulating large databases in Excel, Access or other spreadsheet software.
Skill in graphical and tabular presentation of data and designing dashboards using Tableau or Power BI.
Skill in designing and developing workflow and data reporting functions using SharePoint. Skill in verbal and written communications, including clear communication of complex data findings and methodologies.
Skill in managing multiple and competing priorities.
Skill in working collaboratively and cooperatively with diverse groups and leading a team. Ability to work teams that may cross departments and/or agencies, and to communicate effectively with team members.
Ability to exercise independent judgment, prioritize task, work under time constraints and show initiative.
Ability to develop and interpret statistical data charts and tables.
Ability to interpret and present research findings. Ability to plan, organize and conduct research projects.
Ability to oversee the planning, organizing and completion of research projects. Ability in conducting analysis; interpreting and applying laws and regulations; evaluating findings; and preparing accurate, complete and concise reports.
