Under general supervision, the TVP/HSC will be a member of GEMA/HS’s Homeland Security Task Force with statewide responsibility for development of new programs for prevention of mass casualty attacks.The TVP/HSC will work in concert with GEMA/HS’s regional coordinators and the Critical Infrastructure and Key Resources Unit (CIKR). The TVP/HSC will provide training and technical assistance to state, county, and local agencies by request with a particular focus on K-12 schools, universities, and the faith based and not for profit community.The TVP/HSC will be a focal point between GEMA/HS with federal agencies, academia, and the private sector to incorporate the latest strategies for targeted violence prevention into the State of Georgia’s Homeland Security program.

DUTIES & RESPONSIBILITIES:

The TVP/HSC will be principally focused on coordinating all efforts related to GEMA/HS’s Behavioral Threat Assessment and Management (BTAM) initiative.The goal of GEMA/HS’s BTAM initiative is violence prevention, providing training and technical assistance to requesting agencies.The TVP/HSC will work closely with other state agencies whose missions include violence prevention, including but not limited to the Georgia Department of Behavioral Health and Developmental Disabilities, the Georgia Department of Education Office of School Safety, the Georgia Public Safety Training Center, and the Georgia Bureau of Investigation’s See Something Say Something program.

The TVP/HSC will be responsible for coordinating, consulting, and facilitating all GEMA/HS BTAM initiatives as they pertain to K-12 educational partners, college and university institutions, the faith based and not for profit community, and any other agencies/organizations as deemed appropriate. The TVP/HSC will ensure that all BTAM training courses are regularly reviewed, updated, and consistent with the national standards for the topic. The TVP/HSC will travel statewide and provide all BTAM training as requested and will assist other HSCs and CIKR with initiatives related to BTAM.The TVP/HSC will develop, build and maintain a statewide network of BTAM team leads and practitioners.

The TVP/HSC will train and provide technical assistance to requesting agencies on their BTAM programs.The TVP/HSC can assist agencies in coordination and identification of resources.However, the TVP/HSC will not be a member of any operational BTAM Team, nor make any recommendations on a course of action for any active case.Under legal advice, the TVP/HSC will adhere to all federal, state and local privacy laws.

In addition, the TVP/HSC will be tasked with coordinating, managing, scheduling, and facilitating Security Threat and Response (STAR) Audits throughout the state of Georgia. STAR audits are a physical security complement to the BTAM initiative and will remain primarily focused on K-12 schools.It will be the responsibility of the TVP/HSC to ensure that all STAR Audits are conducted in a timely manner upon request and in accordance with GEMA/HS policy, consistently throughout the state.

The TVP/HSC will assist HSCs and CIKR upon their request and/or in their absence and as deemed necessary on BTAM and STAR audits.

The TVP/HSC will regularly conduct outreach events, brief senior government officials, and maintain a broad and wide network of federal, state, local, private sector, and academic contacts in the field of violence prevention.

The TVP/HSC will provide Homeland Security support to local Law Enforcement and work closely with the GBI. The TVP/HSC provides training, technical assistance and incident response pertaining to a variety of Homeland Security, school safety and emergency management issues to state, federal and local emergency management, public safety, and education professionals.

Other duties:

Developing and maintaining communications with counterparts and colleagues throughout the public safety and Homeland Security network.

Gathering and reporting of information directly related to Homeland Security efforts in accordance with state and federal laws.

Conducting initial and follow up investigations as assigned by GEMA/HS senior staff.

Participating in the Georgia Suspicious Activity Reporting (SAR) program.

Providing support and information to the Georgia Information Sharing and Analysis Center (GISAC);

Participating in the planning and coordination of community special events in order to ensure Homeland Security standards and emergency management operations are considered and adopted as needed.

Conducting site surveys of educational facilities.

Assisting with and evaluating emergency drills and exercises.

Serving as an initial incident responder to provide support to local school systems, emergency management and public safety agencies for natural or man-made disasters as needed or directed; and

Attending meetings, conferences and training sessions conducted by local, state, and federal agencies.

GEMA/HS Homeland Security Coordinators work closely with GEMA/HS Emergency Management Field Coordinators in responding to emergencies and must be cross trained to fulfill major duties of Emergency Management Field Coordinators.

AGENCY SPECIFIC QUALIFICATIONS:

For the purposes of this announcement "closely related field; is defined as: law enforcement investigations or other public safety, emergency response and investigative experience. A Homeland Security Coordinator must:

Possess Intermediate level skill in the use of MS Word, Excel, and PowerPoint computer application software AND Maintain P.O.S.T certification as a peace officer.

Travel statewide and regionally as dictated by business needs of the position.

Provide service coverage outside of normal business hours as dictated by business needs of the position.

Respond to work-related contact on short notice as dictated by business needs of the position.

Possess a valid Georgia Driver's license.

Have experience conducting investigations.

Effectively communicate thoughts, ideas and facts orally.

Make dynamic oral presentations using tone, inflection and body language for increased impact.

Make complex ideas easy to understand.

Write clearly and concisely using correct spelling and grammar.

Evaluate options and decide on the best course of action to meet objectives.

Prioritize tasks with respect to importance and time available.

Commit to providing excellent customer service to internal and external customers; and

Analyze a customer’s request, evaluate issues, determine the correct course of action, and follow through to ensure customer satisfaction.

ADDITIONAL INFORMATION:

The selected candidate must have strong organizational, briefing and interpersonal skills.The selected candidate must be Georgia POST Certified in order to engage in law enforcement sensitive discussions and provide technical advice to homeland security and law enforcement investigations and related matters.The selected candidate must have a minimum of 10 years of law enforcement experience and a strong background in targeted violence prevention and BTAM.

The selected candidate will be required to pass a GBI background investigation as a condition of employment. Items that will be examined in a background check include but are not limited to: credit records, criminal records, education records, past employers, military records, state licensing/certification records, driving records, and a polygraph examination. Upon successful completion of the GBI background investigation, the applicant will be sworn in as a Homeland Security Task Force Agent and must maintain this Agent status as a necessary condition of employment as a HSC.

Job Specific Qualifications:

Bachelor's degree in Homeland Security, criminal justice, emergency management, or a closely related field from an accredited college or university OR seven years of comparable experience.

Minimum of ten years Law Enforcement experience.

Ability to acquire and maintain a U.S. Department of Homeland Security Federal Secret Security Clearance.

Strong background in targeted violence prevention programs and BTAM.

POST Certification, in good standing

A Bachelor's degree AND two years of professional-level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, homeland security, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning. Additional qualifying experience will substitute, year for year for the education requirement.
