Division Overview: The Conservation and Resource Development Division (CARDD) is responsible for providing technical and financial assistance to local governments, state agencies and private citizens for conservation, development, protection and management of the state's natural resources.
Program Overview: The Climate Pollution Reduction Act Program (CPRG) Lead within CARDD administers the $50 million dollar grant program (“Program”) which will deliver subawards to the Montana Department of Agriculture, Montana Department of Environmental Quality, and work directly with DNRC Forestry to oversee administration of the EPA federal award.
Purpose: Support DNRC's federally funded CPRG implementation program. The program provides subawards to state agencies, local governments, as well as procured services from outside vendors in accordance with the EPA approved Workplan. The position will oversee program policies, program requirements, funding sources, budgets, data analysis and reporting requirements.
Essential Functions (Major Duties or Responsibilities):
Program Administration: Oversee administration of the CPRG Program to meet the goals and objectives of the EPA federal award, address needs of the stakeholders, enact efficient operations, and ensure statutory compliance with federal and state laws.
Recommend and Manage Budgets: Recommend and manage budget for program tools, including staff, contracted services, training materials, etc. Determine the cost impact of tools related to program administration.Ensure subaward budgets are managed consistently across the partner agencies, their managers and in compliance with state and federal requirements.Ensure subaward compliance with laws, regulations, and policies by reviewing current policies and practices in relation to state and federal mandates and applicable legislation and mission mandates. Provide reports to inform Division budgets. Subaward Compliance Tools: Create program materials for internal and external use to monitor subrecipients in compliance with the federal requirements.Coordinate risk assessment and monitoring protocol for the CPRG Program with the CPRG Grant Administrator. Subaward Technical Assistance: Conduct site visits and desk audits to determine subrecipients technical, managerial and financial capacity to manage federal funds.Set up corrective action plans to help subrecipients to address technical, managerial or financial capacity issues.Work with stakeholders to create interlocal agreements or models to aid in local government participation in CPRG grants.Draft policies or program guidelines to aid CPRG sub awardees meet state and federal reporting requirements. Coordinate draft policies and program guidelines across other DNRC grant programs to ensure consistency.Program Duties
Staff Management Subaward Management: Negotiate and prepare agreements for each CPRG Measure sub awarded to partner agencies.This includes overseeing the development of individual project specifications, scope of work, budget, schedule, and work plan.Monitor procurement compliance by the subaward agencies, including the terms of contracts, applicable statutes, rules, and policies.Identify problems with implementation of measures identified in workplan and seek to assist the project/measure lead staff with solutions.Redirect the contracts or project plan to facilitate project success.Provide the CARDD Deputy Administrator with recommendations as to approve or deny disbursal requests for grant funds.Review the project file to ensure that requests are allowed by the EPA award and that the disbursement of funds reflects the completion of project milestones.Amend contract clauses through the negotiation of contract specifications, budgets, and the project schedule as necessary to reflect changes in project implementation.Track and document compliance with contract scope, schedule and budgets.Work with the Agency legal team and management to resolve contract disputes according to Agency policy. Outreach and Technical Assistance: Regulatory Compliance and Reporting Review and provide guidance for contracts to ensure compliance with other state and federal laws.Review National Environmental Policy Act compliance for projects.Follow policies, rules, and procedures to ensure compliance with Montana Code Annotated, Administrative Rules of Montana, and state accounting and budgeting standards.Track funding levels through review of financial reports and review for approval of expenditures.Review and approve all requisitions, expense claims, vendor claims, etc. for contracts.Review and approve subaward progress reports.Provide grant updates to the Office of Budget and Program Planning, legislative committees in support of the Program.Compile project summary reports and presentation materials.Track the status of grant projects using Agency databases. Support Agency development of geospatial information system (GIS) products such as interactive mapsSupervision - This position supervises 2.5 staff.

Minimum Qualifications (Education and Experience):
Bachelor’s degree with a major study in physical science, biology, natural resource management, engineering, industrial hygiene or public administration. 2 years experience 2 years supervisory experience Other combinations of education or experience may be substituted.Physical and Environmental Demands:
General office work setting with occasional travel to remote locations of projects to oversee progress or conduct field work.
Core Competencies:
Knowledge of state and federal statutes pertaining to environmental protection and water resource management principles and practices; knowledge in geology, hydrology, biology, or engineering is preferred.
Knowledge of grants management and contract administration, program management concepts and procedures; procurement process and law.
This position requires the ability to work with public and agency managers and communicate effectively verbally and in writing; to assimilate technical information, evaluate this information and make recommendations as to what action to take; to plan organize and manage a variety of projects; to evaluate and apply state and federal rules, statute and policy.
Special Information : Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
