Duties

The Opportunity: We are searching for a Cash Receipting Manager to provide expertise, support, guidance and leadership to an accounting team responsible for cash receipting activities, including balancing and reconciling pension funds and cash flow calculations and projections. Some of what you‘ll do includes:

  • Hiring, training, directing, and evaluating professional accounting staff. This will include conducting performance appraisals, one-on-one coaching, and recognition.
  • Planning, organizing, directing, and leading the activities and workload of the accounting team to ensure accurate, efficient, and timely performance.
  • Providing expertise direction for all the agency‘s cash receipting activities.
  • Developing, analyzing, and revising overall procedures and schedules to meet changing requirements/workloads.
  • Ensuring the balancing and reconciliation of pension funds on a daily, monthly, annual basis.
  • Responsible for cash flow calculations and projections including changes in contribution rates and benefit payments due to legislation and COLAs, or other factors including other sources of funding.
  • Analyzing and interpreting the impact of state and agency rules, regulations, and policies to determine if any changes or enhancements are needed to ensure systems and processes related to the cash processes remain fully compliant.

NOTE: After successful completion of the review period and effectively demonstrating the ability to perform work independently, you may be eligible to telework up to two (2) days per week, at the discretion of the Appointing Authority and with a telework agreement in place. The ability to work remotely is dependent on the nature of the tasks and projects assigned and the presence of a remote work environment that is safe and has an appropriate level of reliable connectivity. You must live within a reasonable commuting distance (less than 50 straight-line miles) to the DRS building in Tumwater, WA, and must be willing to adjust your telework schedule to attend mandatory meetings, trainings, etc., at the DRS facility.


Qualifications

What we‘re looking for (required qualifications):
Proven ability and experience in:

  • Demonstrated expertise and progressively responsible experience in processing, reconciling, and balancing cash receipts, and accounting records; This is typically gained through at least four (4) years of professional experience; a bachelor‘s degree (including 18 quarter or 12 semester hours in accounting) may substitute for up to two years of experience; and
  • Proven experience demonstrating supportive and engaged leadership behaviors in a professional work environment (e.g., training, coordinating, relationship building, coaching, motivating, demonstrating accountability, etc.); and
  • Demonstrated Ability to;

    • Prepare cash flow projections, fiscal year closings, financial or statistical reports.
    • Prepare, reconcile, and analyze worksheets, reports, and data.
    • Reconcile and research general ledger accounts and subsidiary ledgers to general ledgers.
    • Understand, interpret, and apply complex financial/accounting practices, requirements, and regulations.
    • Utilize Microsoft Office Suite (Word, Excel, Outlook, Access, or similar software) to develop complex documents in support of program requirements; and

  • Demonstrated proficiency in the following competency areas:

Analysis: Studies and reviews documents and information closely; readily identifies information that is not pertinent and understands when additional or verifying data is needed. Uses data and information in a clear and rational thought process to assess and understand issues, evaluate option, form accurate conclusions, and make recommendations or decisions.

Sets clear goals and expectations, delegates work appropriately and demonstrates the courage to address performance problems and issues promptly. Treats team members equitably.

Managing Workloads: Effectively organizes and prioritizes multiple, complex assignments, often involving competing priorities, to produce work products that are accurate, thorough, and on-time. Able to incorporate project work into established workload and meet deadlines.

Problem Solving: Analyzes problems to identify the root cause. Evaluates possible courses of action; uses reason, logic, and creativity to reach conclusions. Develops timely, effective solutions that take into consideration alternatives, risks, and consequences in relation to organizational goals, resources, and constraints.

Identifies what needs to be done and proactively does it before being asked to or required by the situation. Takes on responsibilities and challenges; plans ahead for upcoming problems or opportunities and takes appropriate action.

Teaching and Training: Effectively communicates information for the purpose of having others learn, understand, and apply specific principles, techniques, or information.

  • Demonstrated knowledge of, and experience with, of Generally Accepted Accounting Principles (GAAP).
  • Demonstrated knowledge of, and experience with, WA state‘s Agency Financial Reporting System (AFRS).
  • Demonstrated knowledge of, and experience with, with DRS‘ Pension System‘s Accounting Structure.
  • Demonstrated knowledge of, and experience with, WA state‘s Accounting and Administration Manual (SAAM).
