Job Description:
Under the general direction of the Manager of Fiscal and Data Management Group, the Data Analyst IV performs complex (journey-level) data analysis and data research work. The data analyst is tasked with analysis, interpretation, and presentation of data and information related to the Family Clinical Services (FCS) department.

This position is responsible for the development and maintenance of dashboards that display data used by Family Clinical Services programs to improve department functions and track outcomes. The Data Analyst IV consults with internal and external areas to identify user needs, perform data analysis and interpretation.

Data Analyst IV works closely with staff across FCS and HHSC to support timely and accurate production of recurring data reports, provide analysis, and complete ad hoc reports and responses to requests for information.

The Data Analyst has a working knowledge of HHSC rules, policies and procedures, and mission.

Completion of job duties requires working under limited supervision with considerable latitude for the use of initiative and independent judgement and provides excellent customer service to all internal and external stakeholders.

Attends work on a regular and predictable schedule in accordance with agency leave policy. Tele-working may be available.

Plans, designs, and consults on the display of data for program decision-making, maintains routine reporting of data, and implements enhancements and improvements proactively or upon leadership request. (35%)

Provides interpretation and performs analyses as needed by program management and leadership (this may involve problem clarification, identifying source data, data collection and aggregation, data analysis, information generation, and reporting and presenting in useful formats). (30%)

Participates on assigned workgroups within FCS data-related initiatives. (20%)

Performs quality assurance and serves as a subject matter expert on data integrity, extraction, and compilation. Provides guidance on the selection of data management tools, and the development of standards, usage guidelines, and procedures for those tools. (10%)

Performs other duties as assigned. (5%)

Highly skilled in entire MS Office Professional software suite (Outlook, Word, Explorer, Excel, Power Point and Access) with expert-level skills in Excel.

Skilled in presenting analyses and recommendations, identifying existing problem areas, and implementing solutions.

Skilled in working effectively on teams.

Ability to create and maintain dashboards used to provide visual representations of data.

Ability to use data analysis tools to query/create and analyze data.

Ability to present data reports at the individual and leadership level.

Ability to identify and interpret data patterns and trends and assess data quality.

Ability to communicate effectively, verbally and in writing.

Ability to exercise independent judgment and show initiative.
