Job Description:
Risk Management Spclst IV: Reporting to the Director, the Risk Management Director performs highly complex (senior-level) work in directing the identification, development, implementation, and evaluation of risk management loss control programs and guidelines. Work involves reviewing, evaluating, inspecting, and developing a comprehensive risk management program which identifies risk exposures, analyzes their causes and impact, and develops appropriate strategies for avoiding and/or reducing potential losses. May assign and/or supervise the work of others. May train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position also performs supervision over other departments including the following: Safety, Emergency Planning, Workers’ Comp./Return to Work, Security, and Incident Management. Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

1. Develops and implements facility policies, programs, guidelines, and procedures in compliance with all applicable federal, state and local laws and regulations and ICF-IID regulatory requirements related to risk management, safety, emergency preparedness, and workers compensation.
2. Conducts various environmental/safety inspections of facility operations, reviews environmental/ safety audits performed by others, and communicates with facility administration and division / department heads regarding Life Safety Code/State Fire Marshall violations.
3. Provides consultation to facility administration, division heads, department heads, and contractors to identify, evaluate and address general and specific risk management issues.
4. Develops plans of correction/improvement, coordinates facility response (in consultation with facility administration), ensures collection of supporting documentation for evidence book, and monitors plans of correction for surveys and inspections pertaining to the provision of services in an ICF-IID residential facility and other external quality improvement initiatives pertaining to safety/environmental issues.
5. Develops and maintains an organized system for facility reporting and compliance with law, agency policies and programs, rules of the commissioner, federal and state regulations and other external standards pertaining to the provision of services in an ICF-IID residential facility.
6. Directs, develops, and implements an effective Risk Management/Safety educational program, including new employee training and periodic updates as necessary, for facility employees and contractors.
7. Conducts various emergency drills/exercises, reviews reports on drills performed by others, assesses effectiveness of staff performance, and communicates results to facility administration and division / department heads.
8. Serves as chairperson of the employee Accident Review Board and the Disability Management Team; serves as consultant to the Facility Safety Committee, providing a leadership role in the development, oversight and implementation of an effective safety management program. May serve as a member of select committees as a representative of the risk management program.

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:
Knowledge of loss control management; of training and presentation techniques, of worker's compensation and safety program management; of law, agency policies and programs, rules of the commissioner, federal and state regulations and other external standards pertaining to the provision of services in an ICF-IID residential facility; and of risk management concepts and techniques.

Skill in communicating effectively and concisely in written, oral and graphic forms at all levels; strong consultation and education skills, including application of adult learning principles; and advanced skill in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Access), PeopleSoft and/or similar computer applications, including experience with computerized databases.

Ability to direct and coordinate risk management, loss control, and safety programs; to determine, recommend, and evaluate the impact of plans and programs; to evaluate risk management and loss control material; to develop and analyze facility policies and programs for compliance with applicable state and federal statutes, standards, rules, and professional risk management guidelines; to provide hands-on interpretation, direction, and assistance; to plan a consultation/education event that is goal-directed and includes measurable outcomes; to prioritize and management multiple projects; to set and adhere to very specific time lines for task completion; to maintain effective working relationships with facility management and administration, HHS Support Services Risk Management, other state and federal agencies’ personnel, and outside entities; and to plan, assign and direct the work of employees involved in various aspects of risk management, safety, and workers compensation operations.
